Integrated Infrastructure Services (IIS) Department works with a vision of inspiring trust among citizens and Council in our commitment and ability to delivery quality infrastructure.

The Infrastructure Planning & Design Branch within IIS, connects with stakeholders, business partners and community in the design phase, and determines the scope, schedule and budget of projects before transitioning to the delivery phase.

The Program Manager is required to implement a multiple project management approach for capital projects.

You will provide leadership, guidance and oversight to a team of project managers, as well as, manage the development of your own projects.

You will also coordinate reporting, work assignments and ensure holistic program management.

You will be responsible for new construction as well as rehabilitation projects.

A Program Manager in this portfolio can expect to work with City of Edmonton internal Business Partners such as Edmonton Fire Rescue Services, the Edmonton Police Service, Edmonton Transit Services, Community Recreation and Culture, and City Operations.

With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Managing a team of Project Managers to deliver a series of projects on time, on budget and within scope
  • Acting as Project Manager on specific complex projects
  • Monitoring and managing overall risk to the program/projects as well as to the City and its reputation
  • Ensuring the use of project management systems and best practices to deliver projects efficiently and effectively by using the City's Project Management Reference Guide along with the City's Project Management Information System
  • Oversee the development of comprehensive communication and stakeholder engagement plans for programs of work
In addition you will be responsible for the following:

Program and Project Management

  • Plans, budgets, monitors, reports, aligns and assigns the projects in a way that optimizes the skills and internal resources available to support a series of projects
  • Develop and implement unit processes and oversee performance measures to ensure successful delivery of projects
  • Create, leverage and maintain strategic relationships necessary to advance the goals and objectives of programs/projects
  • Monitor and manage risk associated with the program and accountable for all project management activities when acting as Project Manager

Leadership

  • Mentor and coach staff; and foster a culture of collaboration and networking amongst project teams, across the corporation and beyond
  • Ensure project managers are empowered and have the competencies, tools, and equipment required for them to perform their roles
  • Hold project teams accountable for the key deliverables throughout the lifespan of a project and ensuring that processes and policies are being adhered to
  • Develop and implement staff performance development and management plans. Conduct recruitment and selection processes. Manage staff issues and disciplinary actions and processes
  • Provide leadership in safety and environmental programs
  • Leads, establishes and exemplifies the desired culture that supports the IIS Vision and Mission
as well as the Corporate Leadership Principles


Communication and Engagement

  • Engage all internal and external stakeholders through development and implementation of communication plans and public engagement plans; act as a spokesperson
  • Coordinate all communications related to programs; develop and implement communication and public engagement plans; act as a spokesperson
  • Participate in and facilitiate the mediation of complex issues related to the public, contractors, consultants and other stakeholders; participate in design and construction meetings

Qualifications:

  • Bachelor's Degree or Diploma in a related field such as Architecture, Engineering, Business, or Project Management
  • Minimum 8 years progressively responsible team and program or project management experience with a Degree
  • Minimum 10 years progressively responsible team and program or project management experience with a Diploma
  • Coursework or training in project management; financial management; or other leadership training is an asset
  • Comprehensive understanding of planning and design processes related to architectural, civil, structural, mechanical, electrical, and landscaping disciplines
  • Strong program/project management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • Demonstrated experience leading Project Managers and multidisciplinary teams in the delivery of projects
  • Strong contract management skills including selection process, claims management and performance evaluation
  • Proven planning, organizational and problem solving skills
  • Experience developing and implementing communications and public enga
