Responsible for directing the University's efforts to apply for and administer grants, contracts, and sponsored project awards. Provide support and training to faculty and other constituents on all matters pertaining to proposal development, pre-award activities and research compliance, participate in efforts to strengthen the support for research in the University's colleges, schools, centers, and institutes. Lead, design and oversee the execution of a university-wide public and private grants program in keeping with the needs, priorities, and competencies of the institution and its faculty and staff. The OSP Director acts as the university Authorized Organizational Representative ( AOR ).
1.) Supervises and coordinates pre-award and post-award non-financial activities to assure compliance with all sponsoring agency regulations and guidelines and university policies and procedures.2.) Submits all extramural proposals to funding agencies on behalf of the university.
3.) Develops and refine research administration business process and assure compliance with laws and regulations to protect university faculty, staff and students engaged in research activities.
4.) Unless delegated or reassigned, serves as the institutional research compliance officer and act as chair of the Institutional Animal Care and Use Committee ( IACUC ), supervises IRB (Human Subjects) and/or ensuring compliance in research at UVI .
5.) Maintains oversight of the Institutional Review Policies related to sponsored projects, ensuring compliance with federal or territory regulations and sponsor requirements.
6.) Conducts or organizes presentations to train faculty/students on the responsible conduct of research and other topics relevant to research and sponsored projects.
7.) Keeps faculty and staff regularly informed about relevant funding opportunities, assist with budgets or other proposal-related submission requirements.
8.) Matches funding opportunities with faculty research interests and initiate pre-proposal communication with potential principal investigators.
9.) Assists faculty and staff with proposal development as appropriate, ensure adherence to terms of announcements, review proposal budgets and interpret indirect cost and fringe benefit policies to research faculty/staff submitting proposals.
10.) Coordinates ongoing training and education for faculty members and staff on grant administration.
11.) Trains research faculty/staff/students on responsible conduct of research, Institutional Review Board ( IRB ) and Animal Care and Use ( IACUC ) administration, grant writing, conflict of interest and sub-recipient monitoring.
12.) Coordinates internal review and approval of grant and contract applications.
13.) Negotiates contractual terms and award conditions and issue sub-contract/sub-awards to sub-recipients.
14.) Finalize grants, contracts, cooperative agreements, MOU , MOA and initiate routing for institutional signatories.
15.) Serve as a resource on grant and contract regulations, and interpret requirements for principal investigators and senior management.
16.) Assists the university research enterprise with resolving or preventing problems relating to sponsored programs and compliance and serves as liaison with funding agencies as well as UVI internal units such as post-award accounting.
17.) Performs sub-recipient monitoring to include site visits for all subcontracts flowing through the university.
18.) Serves as campus liaison for the Federal Fulbright Scholar's Program, assists the Vice Provost with international activities.
19.) Other duties as assigned.
Required Qualifications
Bachelor's degree in business, administration, or accounting or equivalent,
Preferred: Master's degree in related field and ten (10) years of experience in university sponsored research administration. Certified Research Administrator preferred.
Position requires constant professional development training to keep abreast of ever-changing rules and policies that governs sponsored program administration.
Knowledge, Skills & Abilities
Highly detail oriented; cognizant of sponsored projects rules and regulations applicable to federal grants and contracts. Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations regarding grant administration including the federal Uniform Guidance and local regulations.
Highly effective communicator, aware of risk management in sponsored projects. Demonstrated expertise in and advanced knowledge of the principles and methods applicable to sponsored programs functions and operational and fiscal management, including federal compliance.
