How will you create an impact :
The Director, Capital Budgets & Planning is accountable for business processes and financial support for Major Capital Projects as well as all aspects of equipment and capital project annual financial planning within Interior Health (IH).
The Director provides input and makes recommendations to the Executive Director Corporate Services; Corporate Director, Capital Planning & Projects; the Corporate Director, Facilities Management & Operations; senior executives; the Corporate Director Capital Finance & Controller; and senior leadership on financial and strategic aspects of Capital projects and purchases.
The Director, Capital Budgets & Planning will develop and deliver short, medium, and long-term Capital Budgets and Reporting for senior leadership, government agencies and funding partners.
In alignment with IH's Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
What will you work on :
1.Responsible for all aspects of IH's Capital Budget cycle including setting organization-wide timelines, coordinating prioritization working groups, preparing budget reporting and funding requests, and ensuring annual and multi-year budgets are balanced against limited available funding available.
2.Engages and coordinates Program Managers, Senior leaders, Business Operations, PHSA Supply Chain, and Project Managers to ensure completeness, accuracy, and timeliness of capital budget requests.
3.Ensures Capital Budget and other related reporting and communication is professionally presented to the Senior Executive Team, IH Board, the Ministry of Health, and other funding partners as required.
4.Provides strategic recommendations to optimize available funding and minimize operating impacts.
5.Accountable for the monitoring and evaluation of capital project cash flow reports and for generating forecasts for the Ministry of Health used for funding allocation decisions.
6.Provides business advice, financial leadership, and accounting expertise to support project teams working on capital projects.
7.Consults with and provides advice to Business Operations staff to ensure operating costs are appropriately reflected in the plans for major capital projects and subsequently distributes the related operating budgets when funding becomes available.
8.Prepares or oversees internal and external capital budget reporting, capital forecasts, ad hoc, period-end, and year-end financial reporting in compliance with Public Sector Accounting Standards, Ministry of Health and other relevant frameworks.
9.Participates in strategic planning processes and projects that have IH-wide impacts and require consultation with other jurisdictions and senior executive, including providing input and making recommendations on the capital equipment/projects planning process ensuring all relevant factors are considered in the process.
10.Accountable for monitoring the budget for capital equipment and capital projects within IH.
Ensures adequate budget is appropriately approved and made available in an efficient and timely manner to support the efficiency of project delivery.
Accountable for processes and control mechanisms that track funding and resource allocation changes.11.Develops trusting relationships with the Regional Hospital Districts and Foundations through accurate, timely, and professional reporting and communication.
12.Develops strong and collaborative relationships with Financial Services staff and leadership.
13.Hires, evaluates, and disciplines staff.
14.Performs other related duties as assigned.
