The Program Services Manager will manage the day-to-day operation of client services and programming at The Housing Resource Centre coordinating the activities of staff to achieve successful client outcomes.

Responsible for supporting staff in effectively managing a caseload and for planning and achieving team goals consistent with the principles of housing first and trauma-informed care.

The Program Services Manager assists the Director of Programs in to ensure that the Housing Resource Brantford Booth Centre programs comply with The Salvation Army Accreditation Standards, funding contracts and adhere to all ministry unit policies.

Program and Service Responsibilities:


  • In consultation with the Director of Programs, oversees all aspects of the program operations in accordance with the mission and values of The Salvation Army and the Brantford Booth Housing Resource Centre.
  • Oversee and direct the planning, organization and implementation of Case Management and Financial Management plans.
  • Demonstrated understanding and agreement of housing first, harm reduction and traumainformed service orientations
  • Ensures the HRC'S Rapid Rehousing Program assists homeless individuals and families through immediate access to short term supports, early interventions and coordinated access.
  • Liaise with community resources and encourage community involvement in programs, partnerships and program development.
  • Oversee and support frontline staff in the planning, implementation and continued direction of all program areas involving assigned clients.
  • Demonstrate an understanding of the psychological and social dynamics of working with individuals who have diverse needs and interests.
  • Ensure all documentation and records are completed in an organized and timely manner, i.e. intake, program evaluations, case notes, the collection of data and incident reports, daily and monthly statistics and tracking staff hours and schedules. Responsible for assisting in client emergencies and records all incidents.
  • Develop appropriate and therapeutic relationships with participants, act as a role model at all times as well as with their families/caregivers/staff as necessary to work towards developing positive and open communication.
  • Ensure that staff maintain the security and upkeep of the building and grounds; plan, coordinate and monitor any property maintenance and repairs that require an external contractor.
  • Develop and implement effective procedures for client intake, etc.
  • Evaluate client goals, outcomes and overall program effectiveness at regularly appointed intervals and ensure revision of program plans as necessary
  • In consultation with the Director of Programs, plan, develop and revise policies, protocols and daytoday operating policies for all program areas in compliance with government and The Salvation Army Standards including accreditation requirements.
  • Ongoing development of understanding in housing first, harm reduction and other best practices in the delivery of Housing Resource Supports.
  • Supports the Director of Programs in program development and transitions for new programs and locations.
  • Ongoing development of understanding in housing first, harm reduction and other best practices in the delivery of homelessness services.
  • Supports the Regional Director of Programs in program development and transitions for new programs and locations.
  • Contribute to the development of program plans, priorities and documents. Ensure effective operational input into plans and assist with implementation planning for program initiatives as appropriate
Perform other duties as required.


WORKING CONDITIONS:


  • Schedule may vary according to requirements of responsibilities some weekend and evening work may be required.
  • Ability to lift/move up to 20 lbs.
  • Some travel required.
  • This position is considered a management position for the purposes of the Employment Standards Act of Ontario and as such is not covered by various ESA rules, including but not limited to those related to hours of work, daily and weekly rest periods and overtime compensation. Salary is based on average minimum weekly hours of 40 per week and hours worked are compensated through the annual salary amount.

  • Completed a postsecondary University Degree in Social Services or equivalent education.
  • Non-Violent Crisis Intervention Certification and CPR/First Aid Certification would be an asset or willing to obtain.
