Technical Business Analyst - Health Sector
THE OPPORTUNITY
The
consultant is expected to start as soon as possible and the
contract length is 2 years.

The
Connected Health System (CHS) Portfolio is a set of integrated digital tools that enable providers and patients to securely share health data and streamline the delivery of care across British Columbia.
The CHS portfolio includes:
Digital Referrals and Orders - Enables providers to exchange, track and manage digital requests via a provincial platform integrated with acute/community clinical systems and portals
Longitudinal Record Access - Establishes a provincial gateway to enable the exchange of health data from provincial clinical data sources in a standardized and secure way
Health Toolkit - Enables a seamless provider and patient experience by integrating provincial products and services with existing portals, EMRs and clinical information systems
Patient Summary - Enables creation of a point in time health record summary that contains a standardized set of basic clinical and contextual information about a patient's health and care
Provider Service and Information Management - Policies and business process supporting how provider, service & location information is exchanged, accessed, and managed
Provider/Location Registry Enhancements - Storage of better information on providers/locations, and additional information on services
Service Required
PHSA is looking for a full-time Technical BA consultant who has over five years' experience in healthcare to articulate technical requirements for the DRO project.
The Technical BA will be part of a high-performing agile team supporting the design and build of connected health systems in BC.
This role requires a highly organized and thorough business analyst, who is a self-starter and can demonstrate their extensive experience with development technologies, FHIR, HL7, and APIs.
The Technical BA will work with Clinical Informatics Specialists, Project Managers, Functional BAs and the Integration BAs to articulate DRO technical requirements through a variety of stakeholder engagement forums.
The BA will develop technical specifications, supporting documentation and product configuration requirements that result in fully qualified Jira Epics and Stories to facilitate Product Development through an Agile sprint lifecycle.
- Work closely with the Project Manager, Product Owner, Clinical Informatics Specialists Functional BA and Enterprise Architect (EA) to gather and document technical requirements.
- Develop plans for defining requirements, complete with approach, stakeholders, schedules, and deliverables.
- Produce stakeholder mapping and analysis.
- Help facilitate requirements gathering sessions with multiple stakeholders to extract requirements.
- Create and maintain technical documentation including but not limited to technical specifications, configuration requirements, technical guides, admin guides, data specifications, technical workflows for stakeholder approval using leading practice methods and tools.
- Work with the crossfunctional teams to create project artefacts, documentation, and reports.
- Manage requirements scope via established change control processes.
- Liaise with a variety of internal and external stakeholders as required.
- Assist the EA in creating technical solution options, briefing notes and technical recommendations.
- Familiar with agile product development in a crossfunctional environment.
- Assist quality assurance resources in developing test scenarios.
- Conduct research and environmental scans as required.
- Available to attend meetings within Pacific Time (PT) working hours.
- Performs other related duties as assigned.
Minimum 5 years' experience as a Technical BA in the healthcare sector in Canada
- Experience working with a Provincial Health Authority.
- Excellent skills gathering technical requirements, processes, workflows, and conducting analysis in a healthcare setting.
