    Accounts Payable Automation - Project Manager – Hybrid Remote
    Total Systems Solutions Consulting Inc.

    We are seeking a partner Accounts Payable Automation Project Manager consultant for the Island Health Authority, located in the Province of British Columbia, Canada .

    The work is HYBRID REMOTE .
    This is expected to be a primarily work from home (WFH) type of role , although there may be times within the Project where there may be a requirement to meet in-person at an Island Health location, such as Victoria, BC or Nanaimo, BC
    Project Context

    The Financial Operations department within Island Health currently utilizes a paper based, decentralized, manual workflow for review and approval, manual scan and store system for Accounts Payable (AP).

    In today's financial environment, the AP department can be positioned to be less about data processing and more about strategy and analytics — both are critical functions for helping AP and the organization with meeting strategic objectives.

    The purpose of the AP Automation Project is to streamline the processing of invoices in Accounts Payable by electronically capturing and recording all invoices and automating the workflows to match invoices to purchase orders and contracts, to obtain electronic approvals, and to transfer payment information into the ERP.

    This will transform the focus of Accounts Payable staff to that of exception handling, value added analytical tasks, and enhanced customer and vendor support instead of data entry and filing.

    The goals are to optimize, streamline, improve controls, improve analytics, enhance customer support and self-service, and provide visibility throughout the AP process while automating daily recurring tasks.

    This is one of the projects within Island Health that is supporting the health care workforce in delivering service excellence through the digital transformation of British Columbia's heath sector.

    This project aligns with the Vancouver Island Health mandate letter through the Digital Health Strategy as well at the Island Health priority to increase sustainability through system redesign, innovation, and operational excellence.

    The Corporate Business Solutions (CBS) department within Island Health is currently leading this in-flight Project on behalf of the Financial Operations department.

    While the project was first conceived in 2020, and approved formally in 2023, the scope, deliverables, resource requirements, and funding identified 2020 do not adequately meet the current needs of Island Health.

    As a result, CBS and Financial Operations are currently doing a re-baseline of the initiative to ensure that the Business Objectives for the Financial Operations team are being fully met by the Project.

    A contract has been signed with an external third-party for a Software-as-a-Service (SaaS) solution, but the design/build of the solution and integration with Island Health has not yet started.

    Similarly, a draft Project Charter has been submitted for sign-off by the Executive Sponsor but has not yet been signed pending this re-baseline.

    The successful proponent will be considered the overall Project Lead for this initiative and will be responsible for overseeing all aspects of the implementation of the AP Automation project, including project planning, stakeholder communication, risk management, budget management, team leadership, quality assurance, change control, documentation, and reporting.

    They will lead the project team in delivering a system that meets client requirements within the agreed-upon timelines and budget, while ensuring client satisfaction and adherence to industry best practices.

    The project manager will possess the necessary skills, experience, and qualifications to effectively manage the project from initiation to completion.

    The Project Manager is required to have the following skills and experience:
    have a minimum of five (5) years of experience as a Senior Project Manager or Senior Program Manager,

    provide project examples that clearly demonstrate a track record of successfully delivering large, complex projects preferably in a public sector environment.

    leading large IM/IT initiatives focused on financial transformation, such as ERP implementations
    Project Management certification - such as a PMP, PgMP, etc,.
