Duties:


As an Evaluation Manager, you will be responsible for supporting the effective operation of the evaluation function including playing a key leadership role in the planning, conduct and oversight of evaluations and advisory projects designed to generate information to assist senior management in making decisions about programs, policies, and initiatives.

The Audit and Evaluation Branch provides internal audit, evaluation and advisory services to support Natural Resources Canada by promoting sound decision-making and strong stewardship practices across the department as it seeks to fulfill its mandate.

The intent of this selection process is to staff one (1) indeterminate full-time position.

Education
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Degree equivalency

Experience

EE1:
Significant* experience in conducting all phases of evaluation** projects.

EE2:
Significant* experience leading the work of teams involved in evaluations** projects.

EE3:
Experience presenting and providing advice, briefings and recommendations to senior management**.

  • Significant experience is defined as the depth and breadth of experience normally associated with full time performance of duties in a professional capacity for at least two (2) years.
**Evaluation is defined as the systematic and neutral collection and analysis of evidence to assess the relevance or performance of programs, policies, priorities or other units, themes and issues to informs decision making, improvements, innovation and accountability. Experience with other reviews or assessments that meet this definition (e.g., audit) will also be considered.

**Senior management is defined as a member of an organization's executive team, responsible for making major decisions and/or overseeing key aspects of the administration or operations of the organization.

Education
Graduation with a Master's degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Degree equivalency

Credentialed Evaluator designation from the Canadian Evaluation Society.

Experience

AE1:
Experience in managing contracts

AE2:

Significant* experience managing human resources (defined by supervising employees, managing performance, establishing team priorities and assigning tasks, as well as establishing training plans and employee learning).


AE3:
Experience in engagement or collaboration with Indigenous organizations.
