The City of Penticton is looking to fill the position of Building Official III in our Building and; Permitting Team.

The Building and Permitting department helps to ensure that buildings are safe and that there are consistent standards for construction and development in Penticton.

This department also supports business licensing and other regulations to guide where various types of businesses may operate, and some specialized uses such as liquor licensing.

The Building and Permitting department interacts regularly with residents, local businesses and other stakeholders, and provides information and education on how to meet the City's and provincial regulations, and the department enforces these requirements as needed.


Key Responsibilities:


  • Ensure prompt and effective response to permit holders and; general inquiries.
  • Review of plans and project submissions, including Alternative Solution, as part of permit issuance processes.
  • Conduct inspections and monitoring of Part 9 and Part 3 projects, including business licence reviews.
  • Provide education to external stakeholders related to Codes and Building Permits.
  • Work in collaboration with other City departments and agencies.
  • Research existing plans and records, and maintain file management systems.
  • Mentoring junior staff.

Required Knowledge, Abilities and; Skills:


  • Strong customer service and communication skills; effective problemsolving skills and the ability to establish and maintain effective working relationships across a variety of stakeholders.
  • Ability to deal effectively with owners, contractors, tradesmen, registered professionals and others and to enforce all regulations, bylaws and ordinances tactfully and firmly with sound judgment.
  • Excellent organizational skills; the ability to problemsolve; work independently and a confident and composed demeanor in all work situations.
  • Extensive knowledge of applicable sections of the Building Code, and other related safety regulations, procedures, permits and bylaws as they relate to the work being performed.
  • Ability to read and interpret plans, specifications, and other related material.
  • Recognize technical requirements and suggest changes and corrections as required.
  • Proven ability in analyzing situations and making decisions based on an understanding of a complex set of potential consequences.
  • Sound knowledge of record keeping, filing, public contact and related functions.

Education, Training and; Experience:


  • Completion of Grade 12, supplemented by completion of a recognized Building Technology program Or Carpentry Trade Certification.
  • Certification as a Level 03 BOABC member or eligibility for qualification and certification through the Building Official intraining Program is required.
  • Minimum 5 years' experience as a Building Official with specific involvement in the plan review and monitoring of Part 3 Complex projects.
  • Certification as a Level 01 POABC member or eligibility for qualification and certification.
  • A valid Class 5 Driver's Licence for the Province of British Columbia.
  • Training or Certification in Mechanical, Fire Alarms and Fire Suppression systems an asset.
  • Training or Certification in Bylaw Enforcement an asset.
  • Training or Certification related to project management, communication or leadership an asset.
