    What You Will Do:

    Gannett Fleming is looking for a Permitting & Approvals Specialist to join our growing Environmental Team in Toronto, Ontario.

    Duties and Key Responsibilities:

    • Support the Permit, Licenses and Approvals (PLA) Lead with third party stakeholder liaison with management of issues and risks related to acquisition of PLA.
    • Carry out coordination with clients, sub-consultants, project teams, authorities having jurisdiction (AHJ), review agencies, as required.
    • Assist the PLA Lead with processing and tracking of permits, licenses and approvals.
    • Assist and support the Site Plan Approval preparation and submission process for infrastructure projects.
    • Coordination with technical, engineering, and environmental disciplines to identify and track PLA on an on-ongoing basis and maintain ongoing tracking register.
    • Assist the PLA Lead with identification of required PLA (Federal, Provincial, Municipal, other) based on engineering and design development.
    • Support the preparation of PLA plans, including stakeholder engagement strategies.
    • Participate in meetings with third party stakeholders and AHJ to identify and define PLA requirements, including pre-consultation meetings.
    • Manage and incorporate stakeholder and AHJ input (e.g., Federal/Provincial Ministries, Municipalities, Conservation Agencies, etc.) into PLA documents including plans, strategies and applications.
    • Create and maintain permit tracking system to track progress, comments, responses, submissions, resubmissions of all permit applications.
    • Coordinate with the design team on design review packages for PLAs and document submissions to different stakeholders.
    • Contribute to the preparation of documents, forms, and processes related to obtaining various types of environmental municipal, provincial, and other permits, licenses and approvals.
    • Preparation of Contract and/or Project Agreement specifications regarding PLA, as required.
    • Review permit and approval applications to ensure compliance with requirements and applicable legislation.
    • Work with document control to keep track of project reports and plan submittals.

    Education | Experience:

    Minimum Qualifications:

    • Bachelor's degree in Planning, Civil Engineering, Environmental Science, Public Administration or related field.
    • Minimum 5 years of experience with permitting, licensing and approvals, preferably in a multi-disciplinary setting.
    • Knowledge of PLA processes related to the construction of major infrastructure planning and design projects.
    • Experience preparing and submitting Site Plan Approval applications in Ontario.
    • Excellent inter-personal, time management, organizational and communication skills.
    • Capacity to coordinate and manage the essential components of a PLA tracking system.
    • Working knowledge of permit applications and approval procedures associated with major transportation, transit and/or municipal infrastructure projects.
    • Experience with AHJ/stakeholder engagement processes related to Federal, Provincial and Municipal permits and approvals.
    • Understanding of relevant legislation and requirements governing permits and approvals, including but not limited to Ontario Environment Assessment Act and Transit Projects & Metrolinx Undertakings (O. Reg., 231/08), Ontario Water Resources Act, Ontario Building Code Act, Planning Act, Environmental Protection Act. Familiarity with Municipal Code and municipal by-laws.
    • Ability to understand and interpret requirements and responsibilities articulated within project-related agreements related to PLA.
    • Previous experience on major infrastructure and transit construction projects an asset.
    • Able to perform in a fast-paced environment.
    • Excellent working knowledge of computer software such as Microsoft Office, Adobe Acrobat, Bluebeam, SharePoint.
