Position Overview:

  • The Manager, Realty Services is responsible for the coordination of land strategies in support of the City's corporate objectives and overseeing a full suite of realty services that support City operations, including negotiation, appraisal and valuation for land acquisition and disposition, as well as license and lease management
  • Responsibilities:
  • Responsible for the City's realty services function including the development of a highfunctioning team, development of a work planning process, and establishing expectations within the team to meet ambitious goals.
  • Developing best practice policies, procedures, and processes in support of a progressive corporate real estate function.
  • Leading internal clients in the coordination and realization of highprofile land strategies for disposal (current plans totaling over $100M) and acquisition, including land transactions that support neighbourhood placemaking, economic development, affordable housing, master plans, and other capital works.
  • Leading internally to develop strategies for disposal of underutilized assets/surplus lands to promote neighbourhood placemaking and generate revenue, in accordance with corporate policies and bylaws.
  • Leading and/or assisting on large, complex land negotiations. Leading and/or supervising negotiation of property acquisition for capital works.
  • Overseeing the structuring of RFP processes, real estate publicprivate partnerships and contracts that advance land priorities within City operations.
  • Providing appraisals and valuations for property acquisition/disposal using industry standard practices and principles, and supervising property appraisals and valuations performed by staff.
  • Providing advice to internal clients and council on real estate matters, processes, and issues. Attending and/or presenting at public meetings and responding to inquiries from internal/external stakeholders.
  • Maintaining a close relationship with Legal Services and other internal stakeholders (e.g., Purchasing) to ensure all real estate needs, contracts, agreements, and strategies are proper and executed diligently.
  • Performs other related duties as assigned.

Requirements:

  • 7 to 10 years of diversified experience, including public sector experience, in real estate negotiation, property appraisal and valuation, and execution of realty strategy.
  • Minimum 4year Honours degree in a related field.
  • Member in good standing of the Appraisal Institute of Canada, and membership in either the Institute of Municipal Assessors of Ontario or the International RightofWay Association.
  • Demonstrated experience building and sustaining successful, highfunctioning teams and meaningful stakeholder / client engagement on complex files.
  • Advanced knowledge of property appraisal practices and principles, real estate acquisition, leases, licenses, disposal, and expropriation; surveys, land titles and land registry systems.
  • Advanced knowledge of applicable legislation, including the Municipal Act, the Planning Act, the Land Titles Act, and the Assessment Act, and other relevant property management/real estate related legislation such as the Expropriations Act and the Commercial Tenancies Act.
  • Advanced knowledge of legislation affecting real property and municipal development approvals and processes, including land use and zoning policies, and environmental controls.
  • Strong committee management skills, demonstrating the ability to lead and facilitate collaborative efforts amongst diverse stakeholders.
  • Proven ability to problem solve in order to facilitate problem resolution by bringing the correct resources and parties together to achieve solutions.
  • Highly developed communication and human relations skills in order to represent Council to community groups, Provincial and Federal representatives, professional associations, senior management, business leaders and the media.
  • Must be reliable with a good attitude and employment record.
