    We are seeking a top-tier professional with an ambitious spirit coupled with a strong business sense and customer service approach as a Chief Inspector.

    Under the supervision and direction of Supervisor, Mechanical Integrity, the Chief Inspector is responsible for ensuring pressure equipment integrity within the ATCO EnPower facilities. This role will ensure that the Pressure Equipment Integrity Management program (PEIM) is adequate and sufficient for compliance with provincial government regulations, specifically ABSA, and is in conformance with widely accepted industry practices. The Chief Inspector has the responsibility, authority, and oversight to identify problems and recommend solutions to issues related to pressure equipment integrity. Some of the key responsibilities include ensuring that all inspections and repairs to the Boilers, Pressure Vessels, and Pressure Piping are completed and certified in accordance with the Pressure Equipment Integrity Management program, which under the ABSA regulations allows ATCO to In-house manage the scope of work listed on the current AB-512a Form. The Chief Inspector has overall accountability to manage all pressure equipment integrity within the ATCO EnPower assets under the scope of the ATCO Owner User programs. This role will also ensure that the full pressure equipment lifecycle (including but not limited to purchases, fabrication, and rentals) complies with the Alberta Safety Codes Act and Regulations.

    This position requires frequent and regular travel to offices and assets, many of which are considered remote.

    What You Get To Do:

    • Responsible for integrity management system with authority & oversight to identify pressure equipment integrity issues and implement solutions accordingly.
    • Act as a key liaison with the Alberta Boiler Safety Association (ABSA) and maintain a positive working relationship to influence regulatory guidance. Key contact for all projects requiring ABSA jurisdictional approval. Responsible for any accident and incident reporting to ABSA that falls under their jurisdiction.
    • Develop, recommend, and implement policies as they pertain to pressure equipment integrity, service, and inspection.
    • Review tenders, contracts, and orders for services related to:
      • the manufacture or fabrication of new pressure equipment,
      • the installation of new or used pressure equipment,
      • repairs or alterations of pressure equipment,
      • NDE and Destructive Examinations as well as safety valve servicing,
      • special fabrication/manufacturing processes or material treatments.
    • May sit on steering committees requested or formed by ABSA.
    • Perform spot audits on contractors and field service providers to ensure they are compliant with company standards and government regulations.
    • Acts as a subject matter expert on the NDE, Safety valve, and Pressure Equipment inspections and repair.
    • Ensure all contractors supplying services on pressure equipment have the required competency, permits and approvals.
    • Ensure all regulatory inspections are scheduled and completed within the approved timelines and intervals.
    • Act as the "fitness for service administrator". Ensure coordination with other engineering disciplines and archive necessary documentation for future audits.
    • Manage site pressure equipment nonconformance reporting and leads discussion on repair strategies and timing.
    • Ensure that all responsibilities assigned to the Chief Inspector in the current Pressure Equipment Integrity Manual (AES-M-001) are executed.
    • Ensure the overall cost management of projects including review of estimates, tracking and reporting on spend, and appropriately managing overages.
    • Support other Business Units within ATCO EnPower and encourage compliance and cooperation.
    • Actively promote health and safety initiatives throughout daily activities.
    • Participate in and contribute actively to safety meetings and/or corporate emergency response planning exercises.
    • Report and investigate incidents to mitigate the potential for future incidents through the identification and elimination of root cause elements.
    • Actively participate in the Joint Health and Safety Committee, and/or stress and burnout management initiatives at EnPower.
    • Ensure all contractors have and apply health, safety, and environmental programs acceptable to ATCO while meeting all legal and permit requirements.
    • Inform, educate, and monitor contractors and individuals in all work areas where hazards and risk exposures are present. Promote an inclusive and safe work culture for all employees and contractors.
    • Apply situational leadership skills to:
      • Lead 3rd party contractors as required to complete work deliverables.
      • Lead strategic relationships with vendors, engineers, technology licensors etc.
      • Lead internal teams to collaborate and complete project objectives.
    • Coach, mentor, and motivate interdepartmental colleagues with the application and implementation of Mechanical Integrity Programs. Lead by example in developing and fostering an inclusive and respectful work environment.
    • Provides technical subject matter expertise on "Non-routine" pressure equipment failures, degradations and damage mechanisms, root cause analysis and optimum solutions.
    • Identify significant risks, log them in the Program risk register, recommend elimination, mitigation, or reduction in accordance with the company's approved risk matrix. Escalate major risks to Senior Leadership when require immediate or significant actions.
    • Lead or Support pressure equipment alterations, replacement, or modifications.
    • Act as the technical lead and SME for all PEIM Program and Equipment Audits. Approve and document audit findings, participate in finding mitigation & complete final sign off to ensure safe and compliant return to service.
    • Develop turnaround/outage scope for pressure equipment and provide oversight to field execution.
    • Mentor junior inspectors, develop training & training plans for all ATCO staff supporting PEIM.
    • Act as a designated "Owners Inspector" in the QMP and delegate this authority as required.
    • Ensure all repairs, modifications, alterations, and projects fulfill PEIM requirements. Review and approve inspection reports.
    • Ensure consistent application and optimization of pressure equipment maintenance strategies.
    • Review and revise the Pressure Equipment Integrity Manual on an annual basis if required and obtain approval from the management representative.
    • Lead or support incident investigation and root cause analysis.
    • Work with engineering and NDE contractors to ensure that new technologies are endorsed and engaged that are relevant to our fleet damage mechanisms.
    • Ensure opportunities are assessed in accordance with the ATCO Project Lifecycle and PM Processes.
    • Provide technical support for Project Execution and Improvement Initiatives. Lead the development of technical scope definition, and support the development of execution plans, cost estimates, and schedules.
    • Ensure key stakeholders are engaged at appropriate stages of opportunity development to incorporate early input into the projects.
    • Populate corporate Risk Register to facilitate prioritization and initiation of sustaining capital projects as a result of Operations/Maintenance and inspection/servicing data.
    • Review contract related documents to engage consultants, contractors and other vendors as requested. Advise on consultant/contractor/vendor selection in a technical capacity. As required, manage the work of consultants, contractors, and other vendors to ensure work is according to specification, timeline, and budget.
    • Support the Quality Assurance and Quality Control (QA/QC) processes for projects and act as the Owners Inspector (or delegate these duties) as required.
    • Initiate sustaining capital projects as a result of ops feedback and inspection/servicing.
    • Support development and maintenance of ATCO Specifications and Standards as needed.
    • Provide budget input for inspection and servicing activities for processing equipment within the pressure equipment, piping, PSV and Tank (mechanical) integrity programs.
    • Working knowledge of the Alberta Safety codes act and legislation pertaining to operation and maintenance of pressure equipment.
    • Strong working knowledge of ABSA jurisdictional requirements.
    • Understanding and involvement with industry working groups such as GUAC that have been established by ABSA to provide industry feedback to the administrator.
    • Understanding of all applicable safety and regulatory requirements related to mechanical integrity.
    • Has current knowledge of industry trends in pressure equipment integrity.
    • Support the identification and implementation of optimization opportunities within various lines of business.
    • Support continuous improvement activities for project management, project execution, and operational support on implementing new processes.
    • Support operations and engineering to promote improved operability, operating expense reduction opportunities and Management of Change activities.

    Who You Are:

    • High School diploma is required. Having a college diploma is an asset.
    • 10+ years of experience is required and must hold a current "In-Service Inspector Certificate of Competency". To hold this certificate you must have passed the National Board Boilers examination.
    • Completion of API 510 is required.
    • API 570, API 653 is not required but preferred.
    • Meet the criteria outlined in the ABSA registered EnPower Integrity Management System and the most current edition of the ABSA AB-526 guidance document "In-Service Pressure Equipment Inspector Certification Requirements.
    • Demonstrated ability to function independently, take initiative and function with a high degree of professionalism.
    • Well-developed interpersonal, communication and organizational skills.
    • Demonstrated resourcefulness and the ability to work as an effective team member.
    • Ability to prioritize conflicting demands.
    • Excellent written and verbal communication skills and the ability to present critical information to field operations and company management in a simple and concise manner.
    • Ability to multi-task and work within a fast-paced environment while remaining flexible and steadfast.
    • Comprehensive understanding of safety and regulatory requirements.
    • Constantly improving technical skills and knowledge through attendance at training, courses, industry meetings, and workshops.
    • Linked in with the research and development of NDE techniques and methodologies.
