Job Purpose:


Working as part of the REACTS-IN program team, the Health and Nutrition Systems Strengthening program officer will support the REACTS-IN project in Bangladesh, Kenya, Somalia and Tanzania.


The focus of this position is to provide quality technical support for health and nutrition systems strengthening including health facility assessments, development of health care systems improvement and enhancement plans, and facilitation of training for the project team and the staff of local partners.


The program officer will provide high quality technical support to field teams, both remotely and via travel, as well as actively participate in-Canadian based health systems strengthening technical working groups.

Gender equality is a priority focus of WVC. As such, all duties and responsibilities will be undertaken through a gender equality lens.


Responsibilities:


  • Provide technical support to REACTS-IN field teams to ensure integration and harmonization of health and nutrition systems strengthening activities of the program with national or regional health policies and priorities.
  • Collaborate with healthcare stakeholders to develop strategies for strengthening health systems.
  • Collaborate with internal and external stakeholders to establish strategies and monitoring benchmarks for measurements of sustainable results on gender equitable health, SRHR and nutrition services.
  • Participate in country and local level monitoring and evaluation exercises, program reviews with the government and other counterparts to assess progress and to determine required action/interventions to achieve results.
  • Provide technical support through field visits, exchange of information with field teams and partners to assess progress, identify bottlenecks, potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely resolution.
  • Build and sustain effective partnerships with health sector government and national stakeholders, as well as global partners, donors, and academia to promote REACTS-IN and to facilitate the achievement of program's ultimate outcome.
  • Promote innovative approaches and good practices to build the capacity of field teams, local and international partners, and stakeholders for sustainable results.
  • Participate in operations research to provide evidence for implementation of best and cuttingedge practices in health and nutrition systems strengthening.
  • Participate in gathering, assessment, institutionalization, and dissemination of best practices and knowledge learned internally and externally.
  • Contribute to the development and implementation of procedures to ensure optimum efficiency and effectiveness of REACTS-IN program.
  • Organize and implement capacity building initiatives to enhance the competencies of field teams and partners to promote sustainable results on provision of gender equitable health and nutrition services.
  • Contribute to project knowledge management and learning related to health care systems strengthening.

Qualifications:


  • University degree in public health and/or nutrition, global/international health, health
  • 3 years professional work experience in the design, implementation and project management of grantfunded international development projects focused on implementation monitoring, and evaluation of health systems strengthening programs related to health
  • International Development work experience, background/familiarity with government health systems in the global south.
  • Demonstrated experience working in crossfunctional and remote teams for the purpose of program implementation and development of technical standards.
  • Fluency in English is required. Knowledge of another official local language (Swahili, Somali, Bangla) is an asset.
