What can I expect to do in this role?: You will:

  • lead the Certificate of Assurance process for senior management and report back to Treasury Board
- analyze policies, impacts, and accountability and financial controls, particularly on transfer payment framework
- analyze and investigate controllership and financial controls and processes to identify gaps or issues and develop solutions
- lead, and report on, the implementation of the ministry's enterprise risk management framework
- act as liaison between the ministry and central agencies and audit teams on a wide variety of issues
- provide advice on controllership issues, risk assessment items, financial management, accountability and internal control issues, performance reporting and related matters
- prepare reports, briefing notes, and training materials and deliver presentations


How do I qualify?:


Leadership and project management skills:
You have strong leadership skills and demonstrated experience to:

  • lead, and provide technical direction to, the office staff, including the management of day-to-day activities, coaching, mentoring, and training
- provide advice and technical expertise to ministry program areas, senior management teams/executives and agencies on critical business, accounting, financial and compliance risks and issues impacting the ministry
- lead projects, including planning and organizing a variety of activities, and manage multiple projects effectively in order to meet strict deadlines


Knowledge of controllership and financial management principles: You have knowledge of:

  • controllership and financial management policies, processes, and best practices, including internal control principles and best practices, risk assessment/management strategies and relevant legislation to analyze policies and provide advice to senior management
- public sector accounting and audit theories, principles, and techniques, including Generally Accepted Accounting Principles (GAAP) and Generally Accepted Auditing Standards (GAAS) to provide advice on controllership, financial management and internal audit matters


Research and analytical skills:


  • You have knowledge of research methods to lead evidencebased research work and ensure alignment with programs and objectives
  • You can investigate and assess issues and processes regarding controllership and financial management

Negotiation, consultation, communication and relationship management skills: You can:

  • provide clear explanations, deliver effective presentations and develop concise briefing materials
- present arguments to address key stakeholder concerns, gain buy-in and commitment, and present compelling business cases
- persuade program managers to accept alternative options that will reduce risk and to negotiate workable solutions with central agencies
- exhibit good judgement, build excellent business partnerships and influence decision-making in favour of ministry interests
- develop and maintain cooperation and openness in establishing internal network and proactively seek to develop constructive networks within the unit, across the ministry and within stakeholders' groups
- design and deliver training to promote financial, accounting and controllership policy guidelines, financial management and rules to mi
