Description

The Ministry of Children, Community and Social Services is seeking a skilled professional with expertise in issues management, analytical and advisory services, to support the use of evidence-based analysis and system-wide strategic risks for financial and non-financial strategies, including the development of detailed and overall program matrices, statistical modelling and multi-year financial and performance measurements for capital programs.


This role provides opportunities for exposure to senior leadership, including day-to-day interaction with clients, to utilize your problem-solving, analytics, business acumen and judgement, team leadership, cross-functional collaboration, facilitation, and program management skills.

As a highly driven self-starter, you will successfully transform vague ideas and complex data into valuable organizational insights and concrete financial strategies.

You will be an integral part of our team and contribute your expertise in business relationship management to act in a collaborative manner, providing guidance and recommendations to ministry partners.

What can I expect to do in this role?: You will:

  • provide capital analysis with ongoing strategic business and financial analysis, strategy formulation, program evaluation, performance measurement and investment strategies
- provide support and advice on financial management principles, recommend options and identify risks related to ministry strategic planning work
- develop and update financial models, logic models, and performance measures for ministry programs and services
- conduct research related to strategic planning and business delivery models
- research and develop investment and savings proposals for senior management, including strategies to increase investment funding effectiveness, and maximize return on investment
- advise on, and monitor, multi-year financial performance, and develop funding and program allocation scenarios and options for annual business planning activities
- conduct quantitative and qualitative evaluation of ministry business lines, including development of recommendations on business delivery models


How do I qualify?:


Strategic Program Analysis, Risk Management and Accounting Knowledge:

  • you have knowledge of evidence-based scenario development, program analysis and strategic planning to develop options
- you have the ability to gain knowledge of government decision-making processes and recommend funding and program scenarios for decision-making
- you have knowledge of financial and program analysis to prepare findings, risks and opportunities for improvements, and advise on implications for strategic program/business planning and strategic investment planning
- you have knowledge of financial and accounting principles, policies and processes to advise on the preparation of strategic planning options, risks, and optimal financial management practices


Research, Analytical and Problem-Solving Skills:

- you have research skills to investigate and assess relevance of information and identify key issues and emerging problems, and conduct risk assessments (e.g. financial and other risks) to support strategic financial priorities for the ministry
- you can manage and evaluate complex information/data accurately, to provide advice to ministry management on trends, risks and opportunities that will directly impact business/program strategy
- you can identify data requirements of the ministry strategic plan and synthesize complex models and formulas into understandable summaries
- you can provide advice and recommendations of alternatives for use in the development of ministry strategic plans, funding and investment strategies


Communication, Interpersonal, Presentation and Computer Skills:

  • you have effective communication skills to write clear, concise reports, and recommendations, and prepare and present compelling presentations
