The Infrastructure Planning and Priorities Branch of the Ministry of SaskBuilds and Procurement is responsible for the oversight of government capital expenditures, capital budget development and integrity, and capital planning, all with the goal of integrating executive government infrastructure priorities and ensuring investments are future-focused and aligned with provincial priorities.

The Opportunity

Infrastructure Planning and Priorities is looking for innovative, bold and critical thinkers to join this fast-paced team in the position of Consultant, Capital Priorities (two permanent, one term).

Reporting to the Director of Integrated Capital Planning, these positions are primarily responsible to support the development of the Saskatchewan Capital Plan by providing succinct written advice and analysis on infrastructure decisions across Government.

You will have the ability to:

• Cultivate relationships with senior leaders, ministries, agencies, Treasury Board Crowns, and other stakeholders;
• Communicate expectations, explaining complex and changing information to diverse audiences, and handling sensitive information;
• Critically analyze and evaluate public sector and third-party infrastructure projects, programs and Budget proposals;
• Monitor economic trends, public policy issues, and key short and long-term metrics to support evidence-based analysis;
• Manage and analyze aggregate data to support the performance monitoring of the Saskatchewan Capital Plan; and,
• Present advice to senior leaders.

Successful applicants will be detail-oriented and able to demonstrate leadership, initiative, resourcefulness, discretion and creative problem solving in a fast-paced environment. They will possess knowledge and understanding of current public policy issues and global trends that could impact Saskatchewan and have strong critical thinking, analytical, negotiation and time management skills.

Typically, to be successful in this role you will have:

• Knowledge of public policy, financial, economic and data analysis;
• Experience providing succinct written evidentiary advice to inform a decision;
• Knowledge of government fiscal budgeting, financial management principles, and budgeting; and,
• Knowledge of government decision-making and legislative processes.
