    Position Summary

    Responsible for the management of the Traffic Engineering Branch within the Department of Roadways and Transportation, including capital, operational and program planning, stakeholder relationship management, financial management and people leadership.

    Mandate includes the planning, design and operational delivery of traffic and road safety engineering programs that provide the necessary regulatory frameworks, policies and procedures, traffic control devices, technologies, management strategies and associated road infrastructure features that will support safer and more reliable traffic movements on city streets.

    As a member of the Departments management team, leads and/or participates in Roadways and Transportation or City-wide projects and special initiatives.

    Duties & Responsibilities

    • Contributes to the development of the Departmental long-term planning and broader annual plan
    • Leads the development and implementation of the Traffic Engineering Branch annual operational plan in the context of both the City and Department plans
    • In the context of annual planning, sets objectives, service levels and performance targets
    • Ensures development of policies, systems, and procedures across all areas of mandate
    • Establishes performance metrics, measure progress and evaluate metrics and progress and assigns/reallocates resources based on priorities
    • Ensures operation and preservation of traffic control devices, parking, traffic bylaw management, construction zones, pedestrian corridor control, expressway lighting and various street uses
    • Ensures delivery of traffic control devices including signs, signalized intersection planning, design, timing and traffic progression; pedestrian protection devices; pavement markings and work zones; provision of parking control devices; construction, design installation and maintenance of traffic control devices including signals, signs, parking devices, speed limit zones and Emergency Vehicle Pre-Emption System
    • Maintains inventories of traffic infrastructure, conducts inspections of in-service devices and makes decisions on asset scheduling for rehabilitation or replacement to keep all infrastructure and devices in-service and operational as originally designed
    • Implements engineering measures to ensure the safety of the roads within the City of Regina, as well as provide recommendations for change to traffic bylaws
    • Accountable for all engineering and technical decisions regarding the traffic infrastructure including installation and maintenance in the City
    • Leads the development of the Traffic Engineering Branch budget
    • Ensures that there is timely and accurate forecasting and ongoing analysis of the budget and expenditures and where necessary, ensures proactive mitigation strategies are developed and implemented
    • Ensures that financial management practices are aligned with City standards and practices, and where necessary ensures development of Branch-specific financial management practices
    • Provides approvals for procurement, including the development of business cases

    More Duties & Responsibilities

    • Leads the development of an annual Branch-wide workforce plan with a focus on identification of the necessary human resources both in terms of capacity and competency
    • Provides direct leadership, mentoring, training and coaching of the Branch supervisors, coordinators and other staff
    • Conducts all-staff sessions
    • Conducts performance planning for staff (goal setting, review and assessment) and ensures that performance process is complete for all Branch resources
    • Monitors Branch culture and productivity, and intervenes when necessary
    • Provides leadership for Branch-specific employee/labour relations issues; this includes participation in formal grievance and arbitration processes
    • Ensures Branch adherence to the Citys numerous collective agreements
    • Coaches and mentors engineers and technologists to achieve the required designations and skills required to effectively provide services
    • Ensures that Branch-specific policies, procedures and practices are developed, maintained and adhered to
    • Monitors and reports on performance targets
    • Proactively identifies operational risks, program/service reviews and develops recommendations and action plans
    • The Manager is responsible for safety meetings, worksite inspections and leading a safety-focused culture within the Branch in accordance with the Corporate Safety Program
    • Provides advice, guidance and information on area of subject matter expertise to senior City leaders
    • This position ensures clear communication related to safety issues, new procedures, and other compliance issues so there is understanding and agreement by all within the Branch, with partners and with external committees, groups, agencies, companies, members of the public, utility companies, and railways.
    • Meets with community representatives, partners and other stakeholders to explain positions and decisions, plan programs and services and resolve service issues.
    • Responds to escalated service issues from public, including complaints related to policy, programs and services.
    • Develops specifications for RFPs and negotiate and manage the contract for services or products/equipment ensuring that the requirements requested match the requirements identified and contract for services are acted upon in accordance with the agreement

    Knowledge, Skills & Abilities

    • Knowledge of core management practices including program/service delivery models, policy development, planning, budgeting, performance measurement management and human resources
    • Knowledge of specific issues, trends and challenges within the context of the broader Department and understanding of broader City operations
    • Thorough knowledge of engineering methods and techniques, principles and practices, and the materials and equipment used in planning, design, installation, operation, and maintenance of signs, signals, markings, parking meters, expressway lighting, temporary work zones, pedestrian corridors and special non-traffic street uses
    • Thorough knowledge of the Acts, legislation, and regulatory compliances that govern traffic regulation and controls for all road users
    • Depth of knowledge and the ability to understand the engineering and practical applications of traffic control devices, traffic bylaw provisions, parking, traffic management treatments and accommodation of various non-traffic street uses
    • Knowledge of human factors science, statistical procedures and economic analytics to perform proper evaluations of candidate solutions as the basis to draw conclusions, make decisions
    • Maintains professional association memberships and active participation to remain current on the evolution of the core business disciplines
