Position Purpose:


The Manager, Distribution Support Services provides guidance and leadership to ensure the organization is adhering to the necessary planning, design, construction and records management practices and administers Joint Use Permitting and Agreements.

This role also manages Alectra's compliance with Ontario Regulation 22/04 including the annual audit and corresponding action plans. This role also manages the development and implementation of technology and processes that support Distribution Design.


Responsibilities:


  • Provides leadership and guidance to highly skilled technical employees in the execution of Distribution Design Support services (Joint Use & Agreements, Construction Verification & Compliance, Process & Technology Improvement)
  • Responsible for the oversight of the Construction Verification & Compliance team to ensure Alectra's compliance with Ontario Regulation 22/0
  • Responsible for all Electrical Safety Authority related matters including the Utility Advisory Council (UAC), Due Diligent Inspections (DDIs), Public Safety Concerns (PSCs) and Serious Electrical Incidents (SEIs)
  • Manages the scheduling and completion of the annual Ontario Regulation 22/04 audits including communicating reports and recommended action plans to key stakeholders and senior management
  • Responsible for the oversight of the Construction Verification Program and partners with internal stakeholders to educate, implement and monitor compliance to Ontario Regulation 22/0
  • Audits and validates construction projects against Ontario Regulation 22/04, to ensure installation of assets are aligned with approved "as constructed" drawings and advises stakeholders accordingly
  • Responsible for the oversight of the Joint Use & Agreements team to manage the Joint Use permitting process; assess attachment designs, makeready, and standards
  • Manages the removal of the double pole program for Alectra
  • Negotiate, execute, and administer agreements for joint use, rail crossings, and other landuses, ensuring they are administered and documented in a safe and compliant manner
  • Manages annual budget and processes payments for joint use attachments, rail crossings and other landuse invoicing as well as ensure data and billing accuracy
  • Procure, evaluate, and negotiate MSA for Engineering and Contractor Contracts for Distribution Capital work.
  • Manages thirdparty contractor performance and costs, implements KPI measurements and quality checks on service levels, and develops action plans for consistent performance within service level agreements.
  • Responsible for the oversight of the Process & Technology Improvement team including ongoing maintenance of the departments "Design Manual" with a focus on continuous improvement and optimization of key processes within the department's functional areas
  • Works closely with systems stakeholders to ensure business processes and software continuity are seamless and optimized
  • Manages and addresses escalated concerns, disputes, or issues from various stakeholders, including customers, contractors, Ontario Energy Board, City Councilors, etc.
  • Provides overall people leadership and direction through coaching, development, performance management and resource planning
  • Provides input to annual business plans and budget and manage resources accordingly
  • Manages department projects and key initiatives to ensure quality and timely completion within budget
  • Researches, recommends and implements new or enhanced policies, procedures and processes to ensure continuous improvement
  • Works with other primary groups (Legal, Finance, Lines, and Customer Service) as necessary to ensure inter departmental dependencies are running efficiently and effectively.
  • Ensures legislative, regulatory and Health & Safety compliance by adhering to applicable policies, procedures and standards
  • Performs other duties as assigned

Skills & Qualifications:


Education & Specialized knowledge

  • Bachelor's degree in Electrical Engineering with P. Eng. designation and a registered member of Professional Engineers Ontario (PEO) in good standing
  • Thorough knowledge
