Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division.

With an annual capital program of $1 billion and growing, ECS provides specialized engineering design and construction services to internal clients within the City of Toronto, including Toronto Water, Transportation Services, and Solid Waste Management Services, and to external clients such as the development industry, utility companies, and other public agencies.

This is an exciting time to join the Division as

Manager Bridges, Structures & Expressways, and provide technical expertise while driving excellence and continuous improvement in customer service delivery.

Reporting to the Director, Design and Construction, and leveraging your leadership skills and extensive background in project management, you'll lead and manage staff involved in the one of the following areas:


BSE Review

BSE Asset Management


This unit provides asset management services for the City's bridge, culvert, and retaining wall inventory through inspection, budgeting, programing, and coordination.

Staff oversee the City's inspection program in accordance with the Ontario Structure Inspection Manual (OSIM) and provides input to the development of the Transportation Services Capital Program to address rehabilitation, reconstruction and expansion needs for the City's bridges, structures, and expressways.

The unit is also called upon to address emergency events, and to provide technical expertise and recommendations to the client divisions operations impacting City infrastructure.


Full Managerial Accountabilities


A skilled leader with proven success in achieving results in a unionized and non-unionized environment, you'll manage, motivate, and train the Unit's staff, including supervision of day-to-day operations, scheduling, assigning, and reviewing work, and monitoring and evaluating staff performance, while ensuring effective teamwork, and high standards of work quality and organizational performance, and promoting continuous learning and innovation.

Developing and administering the annual operating budget for the Unit, and controlling expenditures within the approved budget will also be an integral part of your job.


Leading by Example to Achieve Results


Recognized for your strengths and technical expertise as a Professional Engineer, you'll oversee the condition assessment and infrastructure planning studies; the internal and/or external engineering design assignments associated with the rehabilitation or reconstruction of the City's bridges, structures and expressways, in collaboration with staff from Transportation Services, Toronto Water, TTC, Metrolinx, CN/CP Rail and the Toronto and Region Conservation Authority, to identify short and long term renewal needs, leading to the design and construction of rehabilitation works or reconstruction.


Communication and multi-stakeholder management


This role calls for someone who can operate as a fully accountable program leader, deliver complex projects, and thrive in an environment with high expectations and frequently competing deadlines.

Your collaborative approach and strengths as a communicator will prove invaluable as you lead the negotiations of contractual terms and conditions, and the finalization of agreements with consultants, contractors and design-build consortia.

You're equally comfortable leading discussions with other City divisions to deliver the Capital Works Program, as well as negotiations regarding claims and litigation arising from construction or professional services contracts, to ensure a fair, equitable resolution.


You'll also prepare technical, and staff reports to Standing Committees and/or Council, material for public education and communication purposes, as well as documentation and business cases for cost recovery of projects completed on behalf of third parties.

You're also prepared to participate on various task forces and project teams, and represent the Division, Cluster and/or Corporation at meetings with the public, clients, stakeholders, Councillors, Standing Committees, Community Councils, and City Council, in court proceedings, and on internal and external committees.
