    Salary pays range: $75,525.00 $89,687.00 $94, based on qualifications and experience.

    Job Summary:

    The role of the Senior Referrals Analyst is to assist and support the Consultation and Accommodation (CA) Manager and the Referrals program in the Treaty, Lands and Resources department. The Senior Referrals Analyst is responsible for maintaining a high-level overview of referrals. As well, the role will require a strong understanding of internal policies and procedures to ensure feedback on proposed projects align with the Treaty, Lands and Resources' mandate and Stewardship Policy. The Senior Referrals Analyst will be instrumental in ensuring the team meets project deadlines and provides new strategic processes to maintain efficiency. The Senior Referrals Analyst will provide recommendations on team-building and continuous improvement of communication within the Referrals program, and between other TWN departments and external parties.

    Duties & Responsibilities:

    • Determines potential impacts of proposed development projects, policies, or plans on Tsleil-Waututh's rights, title, and interests, including assessing environmental, cultural, and archaeological impacts, and providing impact/benefit analyses where required.
    • Works closely with Referrals Analysts to recommend strategic next steps of proposed projects and the potential impacts that proposed development projects and policy changes may have on Tsleil-Waututh's rights, title, and interests.
    • Supports the Consultation and Accommodation Manager to ensure the vision laid out in the Tsleil-Waututh Nation Declaration, Stewardship Policy, economic development strategy and overall Tsleil-Waututh philosophy is met.
    • Supports the CA Manager in meeting and establishing positive working relationships with municipalities, Crown governments, regulatory authorities, proponents, and other Indigenous Nations regarding referral projects.
    • Supports the Consultation and Accommodation Manager to prepare and present updates and analysis results to leadership, colleagues, community members, and proponents.
    • Examines the proposed projects, plans or policies from a holistic view that considers history, cumulative impacts, and meets the objectives outlined in TWN's Stewardship Policy.
    • Prepares, facilitates, and leads internal and external meetings.
    • Supports communication between Referrals and other TWN departments.
    • Drafts technical reports and letters of response to municipalities, Crown governments, regulatory authorities, and proponents.
    • Prepares cost estimates and capacity funding agreements for Tsleil-Waututh participation in the referral process.
    • Supports with financial tasks, such as budget management, invoicing, and budget reports.
    • Takes initiative and leadership in establishing new components to the TLR assessment process and consultation agreements/relationship-building as guided by the Consultation and Accommodation Manager
    • Assists with the implementation and delivery of other Department initiatives as directed.
    • Perform other duties as required.

    Supervisory Responsibilities:

    • Supervise and mentor Referrals Analysts
    • Review and approve written correspondence and project feedback.
    • Determine when work should be elevated to the Manager level.
    • Keep the CA Manager informed, up to date, and debriefed on referrals projects.
    • Support the CA Manager in providing probationary review and annual performance evaluations.
    • Work to maintain an environment which facilitates cooperation with and amongst the team.
    • Ensure positive and innovative communication strategies are used with and among staff and community members.
    • Perform duties, as required, in the Managers absence.
    • Work collaboratively with any other Senior Referrals Analysts in these duties when relevant.

    Qualifications:

    • Post-secondary degree in Social Sciences, Environmental Sciences, or related field plus three to five (3-5) years of relevant work experience.
    • May consider alternate combinations of education and relevant work experience.
    • Understanding of the current and historical culture of Coast Salish peoples.
    • Understanding of Indigenous rights and title, particularly in the context of B.C.
    • Experience with Indigenous consultation and negotiations processes an asset.
    • Excellent communication and analytical skills; attention to detail.
    • Previous experience working in an Indigenous community and/or organization is preferred.
    • Must successfully pass a Criminal Record Check.

    Knowledge, Skills & Abilities:

    • Self-motivated; able to work independently and as part of a team.
    • Proficient with computers, the Internet, and Microsoft Office Programs (Word, Excel, Outlook, etc.).
    • Ability to work in a fast-paced environment under pressure; demonstrate flexibility, cooperation, and ability to shift priorities rapidly.
    • Ability to solve practical problems in a culturally appropriate manner and deal with a variety of variables in situations.
