    The Project Director Business Transformation is responsible for providing strategic direction, leadership and operational guidance to integrate and align City initiatives and key cross-corporate projects to ensure the achievement of the City's net-zero emissions goals and objectives.

    In this role, you will lead the development of a robust enterprise-level framework to effectively guide the energy transition, focusing on initially decarbonizing corporate fleet and building assets managed by Corporate Services. Your responsibilities encompass overseeing the identification, prioritization, coordination and monitoring of capital decisions for alignment with Council-approved net-zero commitments. This includes ensuring seamless integration with existing Divisional plans and strategies, as well as the City's annual carbon budget process.

    Drawing on your extensive experience in systems-level planning, business transformation, and stakeholder consultation, you will engage with a diverse range of stakeholders across Divisions, Agencies, and Corporations to understand requirements. Your expertise will enable you to innovate 'business as usual' approaches and develop a framework to ensure consistency and efficiency across the Corporate Services Service Area. Furthermore, you will propose recommendations to facilitate the delivery of complex capital projects, leveraging your insights and understanding of stakeholder needs to drive impactful solutions.

    Collaborating closely with capital delivery divisions and the PMMD, you will explore options to streamline procurement processes to support the scaled implementation of decarbonization projects. Leveraging your understanding of the City's rules and processes, you will seek to optimize procurement practices and remove barriers to project execution.

    The Project Director Business Transformation position is based in the Environment and Climate Division and reports directly to the Executive Director, Environment & Climate. This role maintains a matrix reporting relationship as well with the Executive Director, Corporate Real Estate Management and the General Manager, Fleet Services.

    Major Responsibilities:

    • Develops, designs and implements corporate frameworks and plans and recommends policies that enable greater integration and coordination of the City's priority initiatives (i.e., TransformTO Net Zero Strategy, Sustainable City of Toronto Fleets Plan, Net Zero Carbon Plan) to help inform business performance based on long-term needs.
    • Develops organizational and strategic awareness of cross corporate priorities and strategies to identify synergies and opportunities for coordination.
    • Supports and makes recommendations regarding the sequencing, planning and execution of organization-wide projects and resource allocations.
    • Leads integration initiatives from conception, through process mapping, risk analysis, financial analysis, resource allocation, and contract management and performance evaluation.
    • Works with the Division heads and the Executive team in Corporate Services, as well as inter-divisional working groups and external stakeholders to reach project goals.
    • Contributes to the continuous improvement of performance through analysis and the development and implementation of sound management practices and procedures at the Service Area level.
    • Provides program management staff with direction and guidance, processes and tools to increase efficiencies and improve effectiveness of the services provided by the Service Area.
    • Directs, through subordinate management staff, all activities of the team, delegating management responsibility.
    • Leads and motivates a diverse workforce, ensures effective teamwork, provides resolution to controversial labour relations issues, ensures high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
    • Develops, recommends and administers the annual budget for the team, and ensures that the team's expenditures are controlled and maintained within approved budget limitations.
    • Leads the engagement, implementation of processes, project tools, and governance to support the corporate integration function. Works with senior staff in developing a future state operating model for the Service Area.
    • Coaches and guides the teams responsible for the coordination, development and implementation of all strategies required to achieve the organization's transformational vision and for assembling and managing tools and resources necessary to support the transformation.
    • Coordinates project infrastructure and integration with the work stream leads, ensuring interdependencies are managed in a timely manner.
    • Provides updates and reports on the project status, issues, deliverables and milestones.
    • Directs the development and implementation of change management strategies which includes training, communications and staff engagement initiatives, culture related strategies and tactics.
    • Provides oversight and coordination of key projects with various stakeholders, executive sponsors and steering committees.
    • Fosters effective partnerships and engages in proactive discussions with Senior Leadership (SLT) and Corporate Leadership (CLT) teams to drive seamless communications and collaboration across the organization.
    • Establishes a best practice approach that ensures transparency and fairness in decision making.
    • Prepares reports, presentations and updates to senior leadership or division heads including project status, issues, deliverables and milestones as well as project financials, including budget and actual expenditures.
    • Collaborates with project teams in identifying project activities, processes and/or outcomes, and provides subject matter expertise where required.
    • Establishes alignment on project scope and success factors during project initiation, ensuring a common understanding of project objectives, delivery approach, task ownership, and deliverables.
    • Develops high-level plans that define implementation stages, major activities, milestones, timelines and risks for tracking key projects and work streams across the City.
    • Serves as a liaison between various internal and external stakeholders to drive successful integration across work streams/projects.
    • Negotiates with executives and senior management, clients and various stakeholders often with competing and conflicting goals, objectives and priorities.
    • Maintains clear communication with cross-functional stakeholders regarding mutual expectations and monitors stakeholder satisfaction.
    • Promotes standardization in areas relating to project administration, documentation and progress tracking.
    • Supports corporate project teams to develop and adapt comprehensive and appropriately detailed integration plans and projects linked the City's goals, objectives and deliverables.
    • Synthesizes complex strategic problems into clear action plans and ensures execution for success.
    • Sets clear, measurable goals by managing all activities, and appropriate delegation of responsibilities. Provides direction and leadership, ensuring that the team is engaged and collaborative.
    • Demonstrates an understanding of and commitment to the Toronto Public Service mission and values. Acts professionally and ethically at all times and demonstrates political impartiality.
    • Fosters the development of an organizational culture that focuses on delivering exceptional outcome focused services.

    Key Qualifications

    • Post-secondary education i.e., Business Administration, Project Management, or a closely related field, or an equivalent combination of education and/or related experience.
    • Extensive senior level experience managing, leading, coaching, developing and motivating staff in the delivery of a major change initiative.
    • Extensive experience in enterprise-level project management, including monitoring and reporting on project timelines, resources, costs, and risk factors.
    • Experience leading multi-stakeholder integrated planning processes that result in implementable projects.
    • Experience leading complex projects and meeting objectives on large-scale (divisional and/or organizational) transformational initiatives with emphasis on project management, organizational strategic direction, risk management.
    • Extensive experience working with executives, sponsors and senior management teams across organizations to meet divisional and organizational objectives while maintaining effective relationships.
    • Extensive experience directly and indirectly managing business teams and resources (operational managers, project managers, staff, contractors and vendors) for the development of business solutions to achieve corporate objectives.
    • Experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse internal stakeholders, while balancing political, community and public interests.
    • Excellent written and verbal communication skills with demonstrated ability to write and present complex information to a variety of audiences including delivering presentations, creating dashboards, writing reports, and facilitating working sessions.
