Procurement Manager
Western Group is a diverse and dynamic organization of companies working in multiple marine logistics sectors. These sectors include stevedoring, terminals, and cruise related divisions along with an expanding off-dock presence throughout British Columbia.

Western's continued focus on growth is supported by its parent company Carrix, which is the world's largest privately held marine and rail terminal operator.

Western Group is seeking a Procurement Manager to join our team.

This full-time, permanent position is based at our head office in North Vancouver and reports to the Senior Director of Finance.

This position is eligible to be considered for a hybrid work from home (WFH) model as per the company policy.


The Position


The Procurement Manager oversees the purchasing of goods and services across all business units and will use an Enterprise Resource Planning (ERP) tool, IFS - to manage purchasing and related activities.

The individual will develop and maintain purchasing guidelines, establish relationships with suppliers, develop and maintain supplier records in IFS and work with our global procurement department with our parent company, Carrix to develop and implement category strategies, processes, and standards.

Additionally, this position will oversee day to day purchasing at Business Units, working closing with our key stakeholders (maintenance, IT and HSQE).


You will be part of a motivated and diverse team and will have a high degree of interaction with all employees throughout the organization.


Responsibilities & Activities

Before IFS goes live:


  • Plays a vital role as an integral part of the IFS implementation project team, actively contributing from the individual's start date to the golive phase.
  • Gains familiarity with the IFS procurement functionality, ensuring a comprehensive understanding of the system's capabilities.
  • Contributes to the design of best practices in procurement within the IFS system, actively participating in the development of related processes and documentation.
  • Supports the development and implementation of an expanded, standardized use of purchase requisitions and orders, leveraging the capabilities of IFS.
  • Assists in the development of IFS procurement reports and data queries, enhancing the system's capabilities for efficient data analysis.
  • Supports the ongoing improvement of IFS procurement processes through datadriven insights.
  • Provides support for IFS implementation change management, actively addressing and managing changes as required.
  • Contributes to the development and delivery of training materials to meet the evolving needs of IFS implementation.

After IFS goes live:


  • Oversees daytoday procurement activities at all Business Unit locations, ensuring efficient and effective procurement operations.
  • Effectively utilizes IFS post golive to perform procurement duties, ensuring a seamless transition and optimal use of the system.
  • Develops and maintains all pertinent procurement documentation, including purchasing guidelines and contract management procedures, to support transparent and standardized processes.
  • Supports the development and ensures compliance with the procurement policy, advocating for a policy that aligns with environmental protection, social progress, and economic development principles.
  • Drives positive initiatives, proposes new strategies, and fosters a culture of continuous improvement in adherence to the procurement policy.
  • Introduces and oversees processes that align with procurement policies, aiming to enhance efficiency and effectiveness in procurement operations.
  • Actively participates in key procurement initiatives, providing essential information, resources, and time to drive successful outcomes.
  • Collaborates actively with the Finance team to improve the procuretopay process, ensuring seamless coordination between procurement and financial functions.
  • Builds and maintains strong relationships with business partners across the Western Group of Companies and the procurement department at Carrix (Western Group's parent company).
  • Ensures the entry and maintenance of highquality procurement data in the IFS system, promoting accuracy and reliability.
  • Continues to support ongoing IFS procurement training requirements as needed, ensuring users are wellequipped to leverage the system effectively.

Qualifications & Skills

  • Possesses a level of education, training, and experience equivalent to a degree in supply chain management or a related discipline, supplemented by a minimum of five years of purchasing and sourcing experience in a complex, multicompany environment;
  • Certification in Supply Chain Management (e.g., SCMP or CSCP) is an asset;
