About the BCMB
The Beverage Container Management Board (BCMB) is the regulatory authority for beverage container recycling in Alberta.

Established as a management board under Alberta's Environmental Protection and Enhancement Act (EPEA), the BCMB is also a non-for-profit organization.

BCMB leads the development of policy and programs that enables the collection and recycling of beverage containers in Alberta.


About the position
The BCMB is currently looking for one (1) Policy Analyst to join our Edmonton based team. Salary within the advertised range will be based on experience and qualifications.


Reporting to the Manager of Analytics, the Policy Analyst has the primary responsibility in monitoring, analyzing, and reporting on organizational, environmental and industry data.

This role researches and provides recommendations on the measurement of key performance measures/indicators (PMs/PIs) and proposes changes to by-law and policy.

The Analyst engages in evaluation of regulated parties through regular monitoring and reporting of key analytics as secured through agreements and requirements under regulation.

This role will also provide research and analytical support through written materials to staff directors on key projects, committees, and manufacturer and depot compliance.

This position operates in a flexible work arrangement as a combination of remote and in-office setup.

Overview of Duties and Responsibilities:


A.
Monitoring, Analytics and Data Research

  • Prepare various draft reports such as monthly, rolling, and annual beverage container return rates, Collection System Agent (CSA) and Collection Service Provider (CSP) evaluations based on relevant Operating Agreement standards, compliance reporting, and performance within the Quality Monitoring System (QMS) system for external stakeholders.
  • Develop and maintain Standard Operating Procedures (SOPs) for all reports prepared.
  • Support Manager of Analytics in preparing annual Performance Indicators for BCMB's Business Plan and Annual Report.

B.
Project and Committee Support

  • Support the Manager of Analytics and the Senior Management team in projects and committees by preparing various support materials such as briefing notes and PowerPoint presentations as well as carrying out relevant research and data analysis.
  • Act as a meeting support resource in the absence of the Manager of Analytics.
  • Act as a representative of the BCMB at external events.

Supporting Quality Monitoring System (QMS) Oversight

  • Utilize Service Agreements, bylaws, policies, and operating procedures to provide regulatory oversight for stakeholder and staff QMS usage.
  • Monitor ticket submission and responses regularly.
  • Review and enhance processes and procedures to utilize and improve QMS effectively and efficiently.
  • Oversee ticket closures and reopen tickets based on Service Agreement parameters and best practices.
  • Maintain, update, and improve QMS user manuals on an ongoing basis.
  • Develop and maintain Standard Operating Procedures (SOPs) to support proper QMS usage by all users.
  • Track trends, disputes, and errors within the QMS for the annual CSA and CSP Evaluations.

Qualifications:


The role requires a minimum of a post-secondary degree from an accredited community college or university in a relevant field (statistics, arts, sciences, environmental, etc.).

The Policy Analyst would preferably have 2-4 years' relevant analytics, data management, and/or government experience. Equivalent combination of education and relevant work experience may be considered.


Requirements:


  • Computer proficiency, with working knowledge of Microsoft Office (Word, Excel, Access, Outlook, and PowerPoint) and Internet Web Browser.
  • Ability to interpret regulation, bylaw and policy.
  • Excellent written and verbal communication skills.
  • Ability to work with deadlines with mínimal supervision and in a decisive manner.
  • Selfmotivated, with ability to work in a team environment.
  • Semiregular travel is a requirement of this position (Valid Class 5 Alberta Operators License and reliable vehicle).
