    Permanent, full-time position – Toronto, ON

    Creating the safe, sustainable municipal infrastructure that makes Toronto so livable is the responsibility of our Engineering and Construction Services (ECS) Division, which provides specialized engineering design and construction services to Toronto Water, Transportation Services, Solid Waste Management Services and other City of Toronto divisions, Agencies, Boards and Commissions, and external clients such as the development industry, utility companies and other public agencies.

    As an Engineer in Wastewater Treatment Plants Unit or Major Pumping Stations Unit of Engineering and Construction Services, Design and Construction – Major Infrastructure Section, you'll, either individually lead a project, or work in a team with a Senior Engineer to deliver multidisciplinary project(s) at Highland Creek and Humber Treatment Plants and various wastewater Pumping Stations. You will provide project management and engineering expertise for studies and during preliminary design, detailed design, construction and post construction phases of projects.

    An integral part of your job as an Engineer will be to work independently or in a team with a Senior Engineer(s) and engage engineering consultants by preparing Requests for Proposals (RFPs), evaluating proposals for compliance with the City's purchasing processes and managing, overseeing and reviewing the work of engineering consultants. Working in collaboration with the client divisions and engineering consultants, you'll also be called upon to provide engineering advice, Requests for Quotations (RFQs) and Construction Tender packages and you will also oversee projects that are under construction, assisting the consultants, who provide construction contract administration services on behalf of the City.

    Project management accountabilities

    Following best project management practices, and Division guidelines and manuals, you'll work on mainly vertical infrastructure projects – from initiation, scoping and gathering of background information, to assisting the client and manager in preparing the capital budget, through project execution and up to warranty completion. For projects you will manage or support, it will be your responsibility to ensure that all required permits and approvals are secured, stakeholders are identified and consulted, projects are on schedule and that expenditures are within budget and cash flow estimates, along with verifying payments and implementing quality control/quality assurance (for both design and construction phases).

    Technical expertise and innovation

    Considering your professional expertise, you'll review technical memoranda, engineering reports, multidisciplinary engineering design drawings and contract specifications, alternate/options assessments, and provide advice and engineering reviews to ensure compliance with the City's and other applicable standards, specifications and guidelines and the Ministry of the Environment, Conservation and Parks (MECP), Ministry of Labour (MOL) guidelines and other requirements, as applicable. You're also well equipped to prepare engineering analyses, justifications and evaluations that will lead you to recommend change orders for senior management approval, advise on a major issues, or recommend a major decisions. Looking to the future, you'll conduct research and development for the effective resolution of engineering issues, as well as initiate and lead technical studies and projects.

    You will also participate on various technical or project management committees that impact or contribute to management of Major Infrastructure projects.

    Communication and stakeholder management

    Adept at communicating with a broad range of audiences, a key strength within our multi-stakeholder environment, you'll represent the City on committees, attend meetings and provide input, manage public complaints during construction, prepare presentations for Councillors, prepare construction notices and complete public consultation in line with project needs. This skill will also prove vital as you negotiate claims with contractors and consultants, and coordinate continuously with identified stakeholders throughout the execution of the project.

    Among the other strengths you bring to the role of an Engineer will be the following key qualifications:

    1. A Professional Engineering Licence and membership in good standing with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian province or jurisdiction with the ability to obtain P. Eng. license with PEO.
    2. Engineering, project management or extensive experience in managing consulting and construction assignments in the following areas: water treatment, wastewater treatment, wastewater pumping station, water pumping station & reservoir, energy from waste, power plants, , complex chemical/process or industrial plants and other relevant projects
    3. A valid Province of Ontario Class "G" Driver's Licence.
    4. Knowledge of legislation related to the Construction Act, Ontario Water Resources Act, Safe Drinking Water Act, Occupational Health & Safety Act, Accessibility for Ontarians with Disabilities Act, Environmental Assessment Act, Environmental Protection Act, Federal Fisheries Act, and Conservation Act.

    Given the nature of this interactive role, you'll have many opportunities to demonstrate your excellent interpersonal skills and ability to communicate effectively to various audiences, both verbally and in writing, and to establish effective working relationships with a variety of stakeholders, while ensuring the delivery of high-quality customer service. Proficiency using general computer software (e.g. Microsoft Office). Working in a dense urban environment with competing priorities and deadlines.

    A Qualified List of candidates will be established for the Engineer position in the Major Infrastructure section of the Engineering & Construction Services Division and will be in effect for up to one year from the date the list is created. Qualified candidates on the list may be considered when filling future permanent vacancies in this position.
