    FULL TIME MANAGER OF BYLAW ENFORCEMENT

    Reporting to: Manager of Building and Facilities
    Department: Engineering
    Classification: PERMANENT Full Time; Non-Union
    Salary Range: $91,738-$107,927 (Subject to Job Evaluation after 6 months)
    Hours of Work: 8:30 a.m. to 4:30 p.m. Monday to Friday
    Starting Date: July 4, 2024

    Responsibilities:
    1. Management of the Bylaw Department:
      • Delegates and monitors work assignments to develop consistency in the processes.
      • Responsible for the management and administration of the bylaw enforcement staff, public parking system, optimizing bylaw services, and operating policies and procedures.
    2. Manage staff according to contemporary personnel management practices and the terms of the existing collective agreements:
      • Manages the Bylaw department to develop an effective and responsive team – encourages open, honest communications within the team to capitalize on team's abilities and knowledge.
      • Establishes a hierarchy and management structure to ensure order of priorities:
        • Maintains discipline and control Bylaw Division Staff, including disciplinary action according to city policies. Recommends to Manager of Building and Facilities actions to be taken concerning promotions, discipline and dismissal of staff as required; is an active participant of the grievance procedure in accordance with terms of the collective agreement.
        • Assigns overtime and authorizes time-off in lieu and leave of absence.
        • Oversee contract employees to ensure directives, goals and performance standards are being met.
      • Assists in recruitment of full-time, part-time, and seasonal staff, in conjunction with the Human Resources Department.
      • Defines tasks, roles, responsibilities and encourages staff input.
      • Provides training and development opportunities as well practical in-house guidance and encouragement.
      • Evaluates staff performance in conjunction with the evaluation of the organization and its management effectiveness.
      • Recommends staff changes and staff status changes to Manager of Building and Facilities.
      • Ensures adherence to occupational health and safety practices.
    3. Initiates legal proceedings, including filing information, issuing summons and Crown Briefs with the appropriate court and serves as the municipality's designate in court proceedings for expert testimony.
    4. Attends committee, community group, public and/or other meetings and events to provide bylaw related education or information.
    5. Liaises and collaborates with other regulatory bodies and agencies at all governmental levels including Fire Services, Police Services, Public Health, Ministry of Environment Conservation and Parks, and the Landlord/Tenant Board.
    6. Maintains professional and management development credentials by taking part in courses, seminars, conferences and by selected reading to maintain field expertise.
    7. Examine and recommend changes to all regulatory municipal bylaws and procedures to maintain relevancy and appropriateness.
    8. Maintains effective relations with the public.
    9. Coordinates and works with other city departments in the development and enforcement of city bylaws.
    10. Remain current on all applicable municipal, provincial and federal regulations and law applicable to bylaw and parking enforcement.
    11. Develop and maintain applicable standards, policies and procedures, and bylaws to keep current with technology and council direction to better serve the community:
      • Keep current with technology and changing legislation to improve efficiencies where possible or make changes to city bylaws as required in response to revised legislation.
      • Recommend changes to policies, operations, bylaws to Manager of Building and Facilities for approval.
    12. Monitor budget spending and make recommendations for budget revisions to address service levels or in response to legislative requirements.
    13. Performs other tasks as assigned.
    Qualifications:
    Essential:
    • Comprehensive knowledge of law enforcement practices, investigations, and court proceedings, typically acquired through post-secondary education in Protection, Security and Investigation, Law and Security, Police Foundations, or a related field. A suitable combination of education and policing / bylaw experience will be considered.
    • Relevant leadership and supervisory experience in an operation bylaw unit or comparable policing unit.
    • Demonstrated knowledge of Court procedures.
    • Organizational and management skills; ability to apply knowledge and to encourage staff motivation.
    • Ability to determine priorities and to manage time effectively.
    • Excellent communication, interpersonal and public relations skills with particular emphasis on the ability to explain technical data to non-technical people.
    • Established computer skills.
    • Class "G" driver's licence.
    Preferred:
    • Certified Municipal Law Enforcement Officer designation would be an asset.
    • Ontario Association of Property Standards Officer certification would be an asset.
    • Qualified in The House with Ministry of Municipal Affairs and Housing would be an asset.
    Working Conditions:
    • Priorities and plans are often subject to change - must manage time effectively.
    • Observes regular office hours however hours of work are governed by the time required to complete tasks.
    • Occasional outside work may be required to inspect sites.
    • Work is subject to interruption due to accessibility to staff and the public.
