Role:


Reporting to the Compliance Manager, the Regulatory Compliance Specialist contributes significantly to the consistent province-wide implementation of the compliance assurance program.

This position is responsible to develop, deliver and support the implementation of operational guidance and other operational tools to support front-line staff in their delivery of the compliance assurance program under the _Environmental Protection and Enhancement Act_, _Water Act_, and the _Public Lands Act_.

The position is critical to the successful operationalization of the regulatory assurance framework and the digital regulatory assurance system.


This position provides guidance and support for staff whose roles contribute to ensuring Alberta maintains environmentally sustainable natural resource management.

This is in the fulfillment of the Department responsibilities as defined through provincial legislation.


As a Regulatory Compliance Specialist you will:

  • Support the transition to the Regulatory Assurance Framework and Digital Regulatory Assurance System
  • Work independently and with general guidance and direction; performing all work in accordance with relevant government and ministries legislation, policies and guidelines
  • Support frontline service delivery by ensuring Environmental Protection Officers receive the guidance, operational tools and other supports needed to efficiently, effectively and consistently do their work
  • Develop operational guidance, standard operating procedures for the compliance assurance program
  • Maintain and update the various resources contained in the Compliance Program section of the Staff Information Portal

Qualifications:


Required:


  • University graduation in a related field such as Environmental Science, Environmental Technology or Natural Sciences plus 4 years progressively related experience in compliance assurance or a twoyear technical diploma in a related field such as Environmental Science, Environmental Technology or Natural Sciences plus 6 years of experience in compliance assurance

Equivalency:
Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.

Additional assets:


  • Experience and/or training in change management
  • Knowledge of the regulatory assurance program within Environment and Parks
  • Technical knowledge of compliance assurance processes under the _Environmental Protection and Enhancement Act_ and _Water Act_ and the various related regulations which include but is not limited to; Administrative Penalty Regulation, Conservation and Reclamation Regulation, Environmental Assessment Regulation, Environmental Assessment (Mandatory and Exempted Activities) Regulation, Environmental Protection and Enhancement (Miscellaneous) Regulation, Water (Ministerial) Regulation, Policy on Water Diversions from Sand and Gravels Adjacent to a Water Body and from Springs, Water Wells and Ground Source Heat Exchange Systems Directive
  • An understanding of the department's role, the process of policy formulation, legislative development, planning and accountability
  • Knowledge of various development types in Alberta and an understanding of, on a provincial scale, the impact of industrial activity including environmental quality, economic growth as well as social and cultural wellbeing
  • Strong knowledge of the various phases of the regulatory requirements, processes and lifecycle requirements for regulated activities
  • Proficiency with Microsoft Office including Outlook, Word, Excel, PowerPoint, Visio and SharePoint
