Job Summary

Key Responsibilities

  • Manage the staffing / surplus, transfer and promotion processes for Superintendents, Principals, Vice-Principals, teaching, nonteaching, and casual employee groups
  • Manage recruitment and retention, talent acquisition, branding strategies, employee onboarding and orientation, student placements, criminal background records, partnerships with colleges, universities, and community agencies for outreach opportunities
  • Develop, implement, and maintain all PDSB recruitment and staffing policies, procedures, and practices (full life cycle of recruitment process for all employee groups) job postings, screening, shortlisting, interview coaching, reference check, offer or decline employment, criminal record checks, onboard of successful applicants, etc.
  • Provide leadership / coaching to Partners to create a high performing team with a cooperative work environment
  • Ensure all hiring practices and staffing efforts are in alignment with employment legislation (ESA, AODA, Human Rights Code, Education Act, OHSA, Collective Agreements, Ministry of Education Policy/Program Memorandum (PPM) etc.) as well as with all collective agreement provisions
  • Analyze fill rate results and upcoming recruitment and staffing requirements to determine team objectives with the HR Lead, and strategize on methods to improve practices in consultation with stakeholders
  • Establish and maintain effective partnerships with unions, federations, associations, universities, colleges, and other stakeholders
  • Manage the planning and progress of recruitment fairs, bulk hiring, student placements, administrative transfers, excess/surplus/recall for all employee and occasional/supply/casual groups
  • Manage various Workforce Planning projects (including PDSB branding activities on social media platforms) and continuous improvement initiatives to improve service excellence and delivery, employee experience, engagement, and retention
  • Develop and maintain consistent and equitable procedures and guidelines for recruitment and retention, transfer, staffing and promotion processes
  • Act as a resource to the HR team, superintendents, school administrators, management, and employees regarding workforce planning, collective agreements, regulations, statutory obligations, grievances, and negotiations in matters of recruitment and staffing processes and provisions
  • Other duties as assigned

Qualifications

  • Minimum of 2 years of experience in a recruitment and staffing role in a school board setting
  • Principal experience in a Secondary School will be considered an asset
  • Thorough knowledge and understanding of academic staffing processes and guidelines (including timelines for staffing processes)
  • Understanding of the business staffing processes (secretarial, EA, DECE)
  • Knowledge and administrative experience in the areas of the staffing process and development of school organizations, teacher and business staff recruitment and hiring
  • Demonstrated leadership, coordination, initiative, organizational, planning, and problemsolving skills, and the ability to foster change
  • Demonstrated ability to manage multiple priorities in a dynamic and changing environment
  • Demonstrated commitment to equity, inclusion, antiracism, antioppression and working in a diverse school community and/or work environment
  • Excellent interpersonal skills including problemsolving and conflict resolution skills
  • Proven leadership and training ability including strong presentation skills
  • Knowledge of collective agreements, board policies and procedures in particular, those associated with Human Resources, and the corresponding regulations and legislation (Ontario Human Rights Code, Ontario College of Teachers, Education Act etc.)
