Job Summary:


Reporting to the Director, Energy, Fleet & Facilities this role is responsible for the efficient and effective delivery of all aspects of in-house and contract building maintenance, security and operations to Regional facilities under the jurisdiction of Facilities Services.

The portfolio includes corporate facilities, long-term care facilities and security services to support the Halton Community Housing Corporation.


Duties & Responsibilities:


  • Develop, implement, and monitor a service delivery strategy to ensure reliable, highquality and fiscally responsible facility services programs. This includes identifying and meeting client needs, conducting requirements research, preparing maintenance service forecasts and condition assessments for building system components and developing and overseeing demand maintenance, preventative maintenance, unit turnover programs and security services.
  • Manage the operation and maintenance programs for facilities including technical and nontechnical services required to maintain the building structure and envelope, mechanical and electrical systems, interior elements, grounds maintenance, security and custodial services.
  • Responsible for overseeing the utilization of the computerized maintenance management systems (CMMS) and operational and maintenance databases to establish effective operational programs.
  • Responsible to develop, monitor, control and report on budgets and financial status for Divisional and other Departmental facilities maintenance programs and projects.
  • Benchmark and develop metrics and key performance indicators, monitors results, provides analysis, identifies opportunities, makes recommendations and implements change initiatives toward continual improvement.
  • Lead, mentor, coach, develop and supervise a team of professionals with respect to operations and maintenance programs, contract administration, vendor management customer service relations, team effectiveness, and continuous improvement.
  • Maintain facilities in accordance with all applicable Codes, Regulations and bylaws including but not limited to the National and Ontario Building and Fire Codes, Occupational Health and Safety Act (OHSA), Technical Standards and Safety Act (TSSA), Electrical Safety Authority (ESA), Accessibility for Ontarians with Disabilities Act (AODA), Canadian Environmental Protection Act and Operating Engineers Act.
  • Actively participate as a member of the Energy, Fleet and Facilities Divisional Management Team.
  • Participate on Corporate, Departmental, and Divisional working groups, committees, or special projects as required.
  • Perform other related duties, as assigned.

Skills & Qualifications:


Essential

  • A University degree or College diploma in Facility Management, Architecture, Mechanical, Electrical or Civil Engineering.
  • A Building Owners and Managers Association (BOMA) designation and/or a Certified Facility Manager (CFM) designation and/or a Facility Management Professional (FMP) designation.
  • A minimum of ten (10) years' experience in Facilities Management including all building systems and services.
  • Demonstrated management experience gained through progressively more responsible positions.
  • Knowledge of all relevant codes and regulations that govern facility operations.
  • Experience with computerized maintenance management systems (CMMS).
  • Strong leadership, communication, interpersonal, problem solving, and team building skills.

Preferred

  • Previous experience in designing and delivering customer focused facility programs and services, as well as developing Service Level Agreements (SLAs), policies, Standard Operating Procedures (SOPs), standards and guidelines.
  • Experience leading union staff.
  • Experience working within a Municipal setting, or in a medium to large organization of a complex diverse nature.
An equivalent combination of education and experience will be considered.
