The Senior Manager, Regulatory Costing - Financial Planning is responsible for defending CN's financial interests in the face of government regulations. The incumbent challenges interpretations and produces innovative analysis and arguments to regulators in support of CN's view. The role ensures compliance with regulatory requirements with accurate and timely regulatory reporting, and monthly Year-End Outlook (YEO) forecasts to properly drive the business within statutory constraints. Furthermore, the incumbent is an authority on economic matters related to the Canadian Transportation Agency and the United States (U.S.) Surface Transportation Board (STB), for costing and rate challenges.

Main Responsibilities

Review Regulatory Framework

· Defend and advocate for CN's interest against regulatory positions which vary from CN's views or methodology

· Produce all data, analysis, and reports to protect CN under the Canadian Western Grain revenue cap program

· Challenge the status quo with innovative analysis and interpretations within the statutory framework and press for positive change that benefits the entire supply chain

· Write the briefings for CN Law and outside counsel to review and serve to the Canadian Transportation Agency (CTA)

· Participate in meetings with CTA Staff, CN Law, outside counsel, and CN Vice Presidents (VPs) to advocate for CN's position.

· Liaise with Canadian Pacific (CP) counterpart to present common front on matters of common interest

Updating of Economic Indices and Rates

· Oversee the preparation of updated annual economic indices including the Volume Related Composite Price Index (VRCPI), Cost of Capital, interswitching studies, Car Repair Billing and rates

· Provide Accounting Regulatory Reporting with the operating statistics required in Transportation Canada (TC) annual report

· Perform the statistical analysis required to resolve transfer pricing, between CN's Canadian and American operations for Taxation and Revenue Management

· Assist Marketing and Business Development in matters of interpretation of Maximum Revenue Entitlement (MRE) provisions and participate in drafting new contracts and agreements (e.g., fleet integration programs, and CP switching agreements)

· Lead and coach team of direct reports in the development of their competencies in regulatory interpretation, monitoring, costing, and reporting

Forecasting and Reporting

· Produce monthly YEO forecasts for Grain Marketing to properly inform on the crop-to-date status of the book of business and adjust pricing to keep within statutory constraints

· Maintain the forecasting model by keeping abreast of the impact of new Marketing programs, investments in industrial developments, as well as new and evolving regulations

· Negotiate and coordinate with the CTA and its representatives for process changes, data requirements, submission deadlines and audits

· Oversee the preparation of and review the submission to the CTA of CN's regulated grain traffic data, revenues, deductions, and calculations of revenue entitlement under the law

· Respond to CTA's audit requests for additional information and supporting documents

· Coordinate with Treasury and Accounting on any payments to the CTA, as necessary

Participate in Ad Hoc Consultations

Participate with CN Law in numerous regulatory consultations as the economic authority in regulatory matters

Working Conditions

The role has standard working conditions in an office environment with a regular work week from Monday to Friday. This may vary according to deadlines, peak periods, and ad hoc requests. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress. The role is subject to the Financial Planning workplace flexibility policy.

Requirements

Experience

Finance, Accounting, Costing, Pricing or Marketing

· Between 5 to 10 years of experience in CN, in finance, accounting, costing, pricing, or marketing

· Between 3 to 5 years of experience in statistical analysis or econometric modelling

Education/Certification/Designation

· Post-Graduate Degree in Finance, Economics, Econometrics, or Accounting
