- Responsible for managing the review and development of OSC's fee rules, including liaising with internal stakeholders to assess requirements and/or changes required in fees to establishing a framework of pricing for a cost recovery model. OSC's participation fees, activity fees, and late fees need to account for full cost recovery, and be able to handle impacts of market fluctuations.
- Responsible for preparing and posting public notices for OSC fee rule changes with a full understanding of the public nature of this process and managing reputational risk by ensuring full and accurate communication with the Controller and CFO prior to posting publicly.
- Manage OSC's financial budget process including supporting the business plan report to be presented the Audit and Finance Committee, and the Board of Directors.
- Drive monthly financial forecasting process with a focus on improving clarity for self-service, identifying, evaluating, and communicating the impact of intra-year business changes on forward looking projections, and responsible for model accuracy.
- Build and develop budgets and scenario analysis providing recommendations to the Controller, CFO, and senior leadership to drive short-term, and long-term objectives.
- Develop key financial models and scenarios to evaluate strategic initiatives with a view to prepare multi-year projections, proactively identifying financial risks and opportunities.
- Provide a range of financial modelling options, strategies, and analyses to support business decision-making.
- Drive continuous improvement in financial analysis to support senior leadership in making strategic decisions.
- Initiate, develop and maintain effective relationships with senior leadership.
- Lead the cash flow reconciliation and forecasting functions of the organization and its projects.
- Lead the Internal Reporting Cycle including:Monthly variance analysis to plan and forecast.Identify and quantify financial risks and opportunities.Manage regulatory reporting.
- Develop management presentations for the senior leadership and Board of Directors such as quarterly business reviews, monthly reports, etc.
- Prepare management reporting / dashboards for senior leadership - analyze results, distill/synthesize business performance indicators, and timely communicate risks and opportunities to management with the ability to highlight the most relevant and important findings.
- Propose and implement proactive strategies, processes, systems, and policies to identify and mitigate financial risks while also addressing opportunities to optimize financial sustainability in the long run.
- Liaise with other departments in providing financial expertise and insight in evaluating business cases and projects, planning and strategy, and other operations support.
- Work closely with the Controller in the preparation of annual IFRS compliant financial statements including preparation of the Management Discussion and Analysis.
- Address ongoing requirements to facilitate payments to harmed investors from funds held pursuant to settlement and sanction orders, ensuring compliance with regulatory requirements.
- Foster and maintain effective relationships with senior leadership.
- Foster a shared culture of high performance, engagement, knowledge sharing and collaboration within the division and unit as well as the organization.
- Ad hoc responsibilities for projects, financial planning and decision making.
- Undergraduate degree in Accounting or Finance
- Excellent people management skills
- CPA designation, Chartered Accountant program preferred. Member is in good standing with the Institute.
- Requires 7+ years in Finance, with a focus on financial planning and analysis.
- Proven ability to perform under pressure and stress and to adjust plans to meet changing requirements with outstanding time management skills.
- Experience with financial and reporting systems.
- Core competencies for this role include the ability to demonstrate critical thinking, think "outside the box" and apply creative and constructive thinking to proposed recommendations for improvements.
- Detailed-orientated self-started that takes great pride in delivering high-quality, timely results.
- Organizational skills to identify, prioritize and meet deadlines. Candidate must have a history of handling multiple assignments with a focus on details and precision.
- The level of responsibility in this role requires excellent communication, influencing, collaboration and listening skills with the ability to interact effectively with all levels of management and staff including presenting to the Audit and Finance Committee and Board.

We have an exciting opportunity with the Ontario Securities Commission (OSC) as a Financial Planning and Analysis Manager with our Finance and Administration Division.
The Ontario Securities Commission (OSC) is responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act. The mandate of the OSC is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair, efficient and competitive capital markets and confidence in the capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk. This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.
The Financial Planning and Analysis Manager in the Finance and Administration Division reports to the Controller. This role is responsible for leading the financial planning and analysis for the OSC. The role will also collaborate with the Controller with the day-to-day management of the financial operations including managing statutory reporting, establishing financial policies and project reporting guidelines providing leadership and financial expertise. Additionally, the role is fully responsible for managing OSC's budget as part of the annual business planning process. The Financial Planning and Analysis Manager will also work closely with the Controller in the preparation of the annual Managerial Discussion and Analysis, and in the preparation of IFRS compliant financial statements.
