- Define contracting strategy and necessary staffing.
- Develop and implement mechanisms to monitor compliance with agreement terms, company policies, and procedures.
- Lead teams in executing the contracting strategy, including systems, procedures, and controls.
- Analyze contracts and implementation plans to identify areas of commercial risk and propose mitigation strategies.
- Coordinate pricing requirements, develop staffing plans, and issue bid documents for bid efforts.
- Create Key Performance Indicators to facilitate prompt commercial decisions.
- Promote continuous improvement and the adoption of best practices.
- Conduct project audits to pinpoint opportunities for commercial enhancement.
- Level 1: Bachelor's degree in business, Supply Chain Management, or related field, with over 15 years of experience.
- Level 2: Bachelor's degree in business, Supply Chain Management, or related field, with over 17 years of experience.
- Detailed understanding of procurement regulations, policies, and practices.
- Specialized training or experience in pricing, contract law, negotiations, and accounting.
- Extensive knowledge and experience in contract management for establishing project contracting procedures and tools.
- Thorough familiarity with contracting best practices, policies, and procedures in the engineering/construction industry, along with staying updated on industry trends.
- Demonstrated exceptional communication skills, both oral and written, and strong interpersonal skills. Capable of developing staffing plans, making hiring decisions, and leading a contracts team.
- Extensive experience with various contract types, fee structures, and terms, and the ability to apply these concepts to complex tender development.
- Aptitude for presenting status reports and proposing solutions to contractual issues to executive management and public stakeholders.
- Preferred background in rail projects, including familiarity with rail operating systems.

Project Overview
Bechtel is in search of a seasoned contracts manager to serve as the primary commercial lead for a significant area of a complex rail system project in Ontario, Canada. In this role, Bechtel will provide essential professional oversight to ensure project success, client compliance with regulations and stakeholder demands, effective procurement, risk management, and expert judgment across all project phases.
Position Summary
Contribute detailed insights during the bidding process of large and intricate contracts to ensure the project's commercial success. Supervise a team responsible for monitoring multiple contractors' progress and provide top-level management with updates on financial, legal, and technical challenges. Establish and uphold compliance with change order and amendment protocols as per local procurement regulations. Engage in high-level negotiations with contractors as the owner's representative to secure mutually beneficial agreements.
