    Position Summary

    Are you passionate about transit operations and eager to make a difference in your community? We are seeking a dynamic and experienced professional to join our team as the Transit Administration Manager within the Department of Transit. This pivotal role offers the opportunity to shape the future of our transit system through strategic planning, innovative solutions, and exceptional leadership.

    This position is responsible for the management of Transit Administration within the Department of Transit, including operational and program planning, stakeholder relationship management, financial management and people leadership.

    Mandate includes leading the departments programs and initiatives with respect to setting long and short-range goals, transit route planning, process improvement, performance data management, budget preparation and coordination, operating policy and procedure, administrative support, planning of all Transit routes and schedules, bus stop and amenity placement, communication and promotion strategies for the department, contract management, developing and monitoring of service standards, handling of all revenues, ridership statistics and trends, forward facing technology, overseeing clothing and payroll for the Transit Administration branch and writing of information reports.

    Responsible for the strategic direction of operating business of Transit & Fleet services where depth of knowledge in the area of business development, financial systems, administrative and managerial techniques and practices is required.
    As a member of the Departments management team, leads and/or participates in Transit Department or City-wide projects and special initiatives.

    Highlights of this position include but are not limited to:

  • Leads the development and implementation of the Transit Administration annual operational plan in the context of both the City and Department plans
  • Ensures development of policies, systems, and procedures across all areas of mandate
  • Leads route and schedule planning for Regina Transit system based on ridership trends.
  • Ensures that there is timely and accurate forecasting and ongoing analysis of the budget and expenditures and where necessary, ensures proactive mitigation strategies are developed and implemented
  • Ensures that financial management practices are aligned with City standards and practices, and where necessary ensures development of Branch specific financial management practices
  • Provides approvals for procurement, including the development of business cases
  • Manages all revenues of the department
  • Provides support, direction and coordinates the development of the Department Budget
  • Provides advice, guidance and information on area of subject matter expertise to senior City leaders
  • Meets with community representatives, partners and other stakeholders to plan program and services and resolve service issues
  • Uses initiative and diplomacy to develop opportunities with other departments for enhancing and sharing interactive operational processes and systems
  • Supports the facilitation, negotiation, development and maintenance of contracts, agreements and partnerships related to Transit & Fleet service delivery and new initiatives
  • Leads, plans and manages department activity related to customer needs and usage and analyzes data to develop service strategies
  • The position is responsible for planning and coordinating the gathering of external input, defining the process and conducting analysis of the information
  • Develop and/or participate in process reviews to improve the coordination across the Department or Division; increasing efficiency and effectiveness
  • Education & Experience

  • Significant experience in the Transit industry is required, demonstrating a comprehensive understanding of transit operations, service delivery, and industry-specific challenges.
  • Proven experience in managing people, including direct leadership roles involving mentoring, training, and coaching of supervisors, coordinators, and other staff members. This should include experience in performance planning, conducting all-staff sessions, and handling employee engagement initiatives.
  • Experience in employee/labour relations, including participation in grievance and arbitration processes, and ensuring adherence to collective agreements, is highly desirable.
  • A bachelor's degree is preferred, ideally in a related field such as Business Administration, Public Administration, Transportation Management, or a similar discipline.
  • Knowledge, Skills & Abilities

  • Knowledge of core management practices including program/service delivery models, policy development, planning, budgeting, performance measurement management and human resources
  • Knowledge of specific issues, trends and challenges within the context of the broader Department and understanding of broader City operations
  • Knowledge and expertise in the philosophy, principals, practices, and trends related to municipal Transit & Fleet systems and operations
  • Knowledge and understanding of the principals, practices, and techniques related to retailing, marketing, and market research
  • Knowledge and understanding of the principles, practices, and techniques of, business administration support, information technology systems support, employee training and development, and providing quality customer service
  • Knowledge of sales and market information to develop reliable forecasts for service demand and develops/implements retail and service development strategies
  • Knowledge of process improvement methodologies and implementation practices
  • Knowledge of change management techniques and methodologies
  • Knowledge of management information systems and the policies around the use of management information systems, and the reporting function
  • Successful candidate may be required to obtain and provide a satisfactory criminal record check, as per the City of Regina's Criminal Record Check Policy.
  • Successful candidates will be required to provide proof of acquired education.
