    This role is a hybrid work arrangement. Work schedule to be discussed with the Hiring Manager according to the guidelines defined by the department.

    Your role

    You will be responsible for all aspects of IT Infrastructure, Digital Infrastructure, Radio & Television capital projects for implementation in English Services and French Services Host Locations , including Project Management, designing, estimating, procuring, installing and commissioning of new capital facilities.

    You will provide strategic direction and advise to Media for the application of emerging broadcast technologies and ensure the effective and efficient fulfillment of their respective mandates. You will provide advice to other CTO departments on new broadcast technologies and their application.

    You will be managing all aspects of the Engineering department, including developing and implementing departmental procedures and guidelines. Advising the Vice-President and Chief Technology Officer on the size and composition of the Engineering Department to meet the corporation's short and long term capital project design and implementation objectives.

    Long term Capital Planning, Budgets and Technology Selection:
    • Key influencer to Media management, as technical expert/advisor, in the 5 year capital plan preparation. Sets Engineering standards and procedures in collaboration with other CTO groups and ensures their application.
    • Works with Senior Media representatives to conceptualize the utilization of new technologies to meet the corporation's objectives.
    • Provides costing and scheduling information to Senior Media and Capital Planning Managers for the preparation of the short term and long term Capital Plans. Advise them in the prioritization and definition of capital requirements.
    • Provides engineering guidance, project coordination, long range project planning (2-5 years) and makes specific and far reaching decisions on complex engineering matters.
    • Advises and provides guidance to Media and Regional representatives on a variety of engineering and technical issues including emerging technologies and its possible application.
    • Ensures that Engineering standards and procedures comply with federal, provincial and municipal regulations as well as corporate policies, to ensure the health and safety of CBC/Radio-Canada staff and the public.
    Managing of the Core and Production Systems Engineering department:
    • Directs the planning, system design, estimating, scheduling, construction, equipment procurement according to CBC/Radio-Canada policies, installation and testing of production facilities such as: studios, control rooms, edit facilities, audio post-production, master control facilities, presentation facilities and mobile and SNG units, transmission infrastructure, telecom infrastructure, compute and storage infrastructure, etc. Control these projects implementation in view of the highest possible payback and efficiency.
    • Evaluates the difference versus the original plans, advises management, recommends corrective measures and ensures that follow-ups are taken.
    • Manages and directs the capital project Engineering group to ensure the successful planning and implementation of simultaneous capital projects. Direct responsibility for on-budget, on-time implementation of capital projects with an annual value of around 70 to 90 M$
    • Must often coordinate work from other departments (Real Estate, PMO, InfoSec, Business Applications, ...).
    • Establish annual departmental objectives and operating plan, including the staffing level and its composition, and present the plan to the Vice - President and Chief Technology Officer for approval.
    • Evaluates workload of the department and establishes priorities with managers on an ongoing basis.
    • Provides financial forecasts and scheduling information to the Capital Planning.
    • Has authority to commit funds as per current financial regulations governing CBC/Radio-Canada Directors.
    • Establishes departmental guidelines and procedures in collaboration with managers.
    • Ensures the proper practice of Professional Engineering by designated professionals.
    Staffing Management:
    • Directs management staff in the supervision, motivation, performance management, collaboration, mobilization, training and development of their staff to ensure CBC/Radio-Canada has competent resources, willing to answer its present and future needs. Ensure that collective agreements, health and safety standards and other Human Resources policies are respected.
    • Responsible for ensuring continuous improvement of staff through training and the implementation of corresponding training plans in support of capital plans.
    • Approves departmental staff appointments, changes, remuneration, and discipline.
    Communication:
    • Ensures that necessary communication occurs between Engineering staff, Media representatives and other CTO departments to properly plan and implement capital projects.
    • Keeps Vice-President and Chief Technology Officer informed of significant issues.
    • Maintains close contact with CTO counterparts to encourage common approaches and an exchange of information on Engineering and IT matters.
    Industry Relations:
    • Develops and maintains contacts with organizations and engineering counterparts on a national and international level to compare the application of new technologies and arrange for synergies.
    • Develops and maintains contacts with broadcast equipment manufacturers on a national and international level to ensure optimal investment into new and emerging technologies and protect the corporation's investment for the future. Has a lead role in vendor management.
    • May be required to represent the Corporation on engineering matters both nationally and internationally.
    We are looking for a candidate with the following:
    • University degree in engineering, and must be a member in good standing of a Provincial Professional Engineering Order. Additional studies in management and project management, finance and control is preferred.
    • Minimum of 15 years experience at progressively higher Engineering/Management levels
    • Thorough understanding of Broadcast technologies and their application, for both radio and television production and presentation facilities, and a keen sense of technology trends and their application and impact on the Corporation's business
    • Thorough understanding of management and financial principles
    • Requires highly-effective negotiating skills; must be cognizant of legal implications during business negotiations with suppliers, manufacturers, contractors and other outside organizations.
    • Requires excellent management and supervisory skills to oversee a group of Professional Engineers and related staff and management and external contacts.
    • Must have well-developed organizational and project management skills. Must be able to conceptualize, plan and manage the implementation of complex technical and large scale projects.
    • Requires effective strategic planning skills related to technology planning and deployment.
    • Bilingualism required. Must possess very strong verbal and written communication skills in both French and English. Communication must be clear, detailed, timely and effective.
