    Purpose of your Position - Non Union

    Reporting directly to the Divisional Director, Financial Services, this position is a senior management position that is responsible for leading the performance outcomes, organizational development priorities, policy and resource allocation decisions for the finance and procurement programs. This position provides professional advice to Council and other City departments in areas of expertise including accounting, revenue, internal financial reporting, supplier and customer management, key performance indicators, internal controls, and procurement. The Deputy Chief Financial Officer participates and influences the strategic direction, leadership, and management of the City's financial position.

    1. Influences the strategic direction, leadership, and management of the City's financial position:

    • Provides leadership for the development and management of Citywide actual to budget internal financial reporting and performance, reviews departmental expenditures and prepares corporate summaries for fiscal reporting.
    • Assists the Divisional Director and the various Managers in the Department by providing leadership, direction, organization, facilitation, and administration of the City's Finance Department.
    • Develops, manages, and monitors Financial Services strategic goals, objectives, policies and procedures and aligns with Council, Corporate, Department/ Branch objectives
    • Monitors, adapts and improves internal and external customer service practices, to ensure excellence is achieved
    2. Manages Human Resources:
    • Three (3) Direct Reports,51 Branch reports
    • Provides direction and guidance to employees including performance management, coaching, mentoring; meets with staff regularly to determine and discuss departmental goals; conducts performance reviews and career development.
    • Provides influence, leadership and strategic direction to staff contributing to their motivation, morale and commitment
    • Leads, develops, hires, assesses, disciplines, and meaningfully recognizes employees.
    3. Interprets and oversees the statutory responsibilities under legislative framework:
    • Oversees the statutory duties of the financial officer under the Community Charter and the preparation of the year end reporting to ensure financial stability, fiscal responsibility and viability of the municipality.
    • Leads the City's Value for Money Review program, demonstrating impartiality, leadership, and collaboration.
    • Maintains and develops working relationships and communications on behalf of the department and the City with outside agencies, governments and with senior management of other municipalities.
    • Leads the City's cash management strategy and related system development and oversight.
    4. Implements Council, corporate and department goals:
    • Assists the Divisional Director in developing, evaluating, and implementing financial policies and procedures, services delivery methods, various project work, as well as making recommendations to enforce standards of accounting and financial reporting throughout the organization.
    • Provides complex administrative support to the Director and assists with developing and accomplishing department, corporate, and council objectives and goals. Creates and maintains strong working relationships with all internal City business leaders.
    • Provides policy and procedure development and implementation for the department; actions and implements business goals, strategies and the divisional and corporate strategy; participates in all strategic planning, as needed.
    5. Manages budget: Reviews, manages and proposes budgets:

    Knowledge - Non Union

    Completion of a degree in Business, Commerce, Economics, or a related field, supplemented by the Chartered Professional Accountant ( CPA ) designation, with a minimum of ten (10) years of recent related experience including five (5) years of financial leadership.

    Skills & Abilities - Non Union

    Ability to interpret legislation, regulations, and bylaws. Ability to complete work with a high degree of accuracy and to plan, lead, manage, coach and motivate staff; establish and maintain effective working relationships with senior managers, employees, elected officials and a variety of outside individuals and agencies; understand and research, analyze, interpret and provide guidance on topics related to the role; establish priorities, set goals and manage a variety of competing deadlines within time and budget constraints; foster the development of management practices which focus on continuous improvement; develop solutions to business problems based on strategic and analytical problem solving; anticipate trends and create innovative strategies and flexible plans; prepare and deliver appropriate, clear and concise communications, both orally and in writing to a range of internal and public audiences; exercise sound independent judgment.
