Delivery Project Manager - Healthcare Network/Voice Infrastructure

THE OPPORTUNITY
The consultant is expected to start as soon as possible and the contract length is 2 years


Project Context


The Technology Alignment Portfolio delivers complex program management and project delivery services in support of health care strategic priorities and initiatives.

The portfolio manages the Technology Alignment (TA) Infrastructure Program, providing services for both Vancouver Coastal Health and Provincial Health Services Authorities.

The program is responsible for the planning and delivery of enterprise infrastructure initiatives, implementing component refresh, system enhancements and replacements, and integrating innovative technology into the Health Authority's IT systems.

Many projects require replacing or commissioning new IT components including but not limited to Network Switches, Load Balancers, Backup, SAN, WiFi, Firewalls, Remote Access, Voice Services, Power and Cooling, Fiber and Cabling, and UPS infrastructure.

TA delivers projects supporting new build construction and many projects involve facility renovation/remediation.

The program brings multiple stakeholder groups together to collaborate on implementation. Projects delivered under this program have complex governance structures requiring clinical, business, and operational leadership engagement and sponsorship.


Service Required


A senior level Infrastructure Project Manager is required, with relevant technical, communication, planning, delivery, and leadership skills to provide oversight and successful execution of project activities including stakeholder engagement, planning, resource management, funding facilitation and delivery assurance.

This role requires broad experience managing enterprise change, and defining execution strategies that adhere to organizational objectives.


Reporting to the Program Manager - Technology Alignment, the Senior Project Manager is a key member of the Technology Alignment Infrastructure Program Team.

The project manager's role is to facilitate the implementation of infrastructure projects, ensuring delivery is on time, on budget and meeting required quality and service levels.

Accountabilities:_

  • Provide project management expertise and oversight of IT Infrastructure projects, ensuring ontime, onbudget delivery without compromising high quality deliverables.
  • Ownership of assigned IT projects and initiatives, bringing them to a successful closure.
  • Provide periodic reporting on project status, activities and tasks, risk, interdependencies, and issues for presentation to senior executives, major stakeholders, and PQTO.
  • Preparation and presentation of decisionmaking material for PHSA and VCH governance.
  • Be involved in planning and design, delivering business cases for infrastructure implementation.
  • Collaborate closely with PHSA technical operations, facility operations, and architecture teams.
  • Deliver quality documentation allowing for smooth execution of work, ensuring close observance of Technology Alignment and PQTO policies and processes.

Specific Responsibilities:

  • Write business cases and project charters.
  • Accountable for project plan, scope, budget, risk, issue, and resource management.
  • Accountable for delivery of all inscope project activities.
  • Develop and facilitate project governance process to support delivery.
  • Prepare materials and facilitate discussions and decisions at Governance Committee meetings.
  • Develop project strategy and approach for stakeholder review and decisions.
  • Liaise with vendor and manage vendor resources, where required, to support project delivery.
  • Lead and performance manage project resources.
  • Ensure projects align with PQTO standards and governance guidelines.
  • Facilitates client engagement, supporting appropriate planning and communications.
  • Manage procurement to meet project plans

Consultant Qualifications

  • Experience working within the BC Health Sector or similar provincewide health systems
  • Experience in largescale healthcare migration or integration projects
  • Strong analytical, interpersonal, collaboration, and problemsolving skills
  • A demonstrated clear pattern of professional and personal development
  • Certifications in Business Analysis, Project Management
  • Experience in network infrastructure assessment and remediation (highly desired)

Specific Qualifications or Experience Required:_

  • Minimum 5 years working as a senior infrastructure project manager within an enterprise delivery organization.
  • Experience working in highly structured PMO environments desired.
  • Must be a relationship and team builder.
  • Must have demonstrated experience leading and delivering enterprise level projects (5 years).
  • Experience working in Health Authority environments desired.
  • Demonstrated capability in handling sensitive and challenging situations.
  • Excellent communication with Technical Leaders.
