Summary:


As a member of the Southern First Nations Network of Care, the Service Support Specialist is to act as a direct resource and liaison for the SFNNC with key collaterals and stakeholders.

Duties and key responsibilities may be adjusted depending on child welfare reforms.

Working in collaboration with the Service Support team under the direction of the Service Support Manager, the Specialist with liaise with other units, including the finance department (Single Envelope Funding, reporting, program/policy development) to fulfil their key responsibilities.

Knowledge and understanding of child welfare practices and how that relates to Indigenous populations, including awareness of the evolution of the structure of child and family services in Manitoba (AJI-CWI, Bill C-92).


Key Responsibilities:


Interprovincial Agreements/ Requests

  • Navigate the Provincial, Territorial Protocol on Children, Youth and Families Moving between Provinces and Territories when transferring children and youth out of the province of Manitoba.
  • Receives and responds to all interprovincial queries (requests for information/service/support).
  • Provides case consultation to Southern Agencies and external agencies, with interprovincial inquiries.
  • Assist in coordination of services, including information sharing/gathering.
  • Understand procedures and practices within the context of child and family service standards.
  • Dispute resolution regarding agency transfers.
  • Respond to time sensitive requests documents.
  • Perform administrative duties to enter stats in the SFNNC electronic data system and filing.

Family Service transfers

  • Provides consultation and expert advice to all concerns/complaints regarding Family Service transfers, Permanent Ward transfers, Section 42 & 4
  • Receives and responds to all Family Service Transfers, permanent ward transfers, Section 42 and 49 transfers.

Change of Authority requests

  • Provides consultation and expert advice to all concerns/complaints regarding change of authority matters.
  • Receives and responds to all change of authority requests received from various agencies.

VSG/VPA

  • Receives and tracks and files Voluntary Placement Agreements and Voluntary Surrender of Guardianship from member agencies.
  • Create and implement VSG rescindment process.
  • Training VSG rescindment process to member agencies.
  • Provides consultation and expert advice to all inquiries regarding VSG rescindments.
  • Perform other duties as assigned and agreed upon by both parties (Manager and Service Support Specialist).

Education & Experience:


  • Bachelor of Social work degree is preferred.
  • Two years' experience working in Child and Family Services. Other acceptable combinations of education and related experience may be considered.
  • A thorough understanding of Bill C92 Child Welfare Legislation, relevant Acts, Standards, Regulations, and AJI-CWI and this must be reflected in the work being completed.
  • Knowledge of interprovincial protocol, policy, and procedures (Section 42 & 49)
  • Knowledge of Voluntary Placement Agreements and Voluntary Surrender of Guardianship and the ability to incorporate any upcoming changes to these processes.
  • Effectively liaise with other child welfare agencies and authorities.
  • Effective and professional communication skills, both oral and written.
  • Experience and familiarity with Microsoft software (Microsoft Windows, Word, Excel, Access and PowerPoint).
  • Exceptional organizational skills to optimize client and collateral staff needs.
  • Detail oriented.
  • Proven ability to work in a fast paced, multitasked environment and manage deadlines.
  • Flexible to adapt to changing work conditions.
  • Ability to work independently and as a team.
  • Must have demonstrated understanding of Aboriginal culture and traditions.

Other Requirements:


  • Must provide a satisfactory Criminal Record Check and Child Abuse Registry Check.
  • Must have regular access to a reliable vehicle and a Class 5 driver's license for business travel.
