$109, $122,962.00 per annum

AREA OF RESPONSIBILITY:
This role is responsible for providing project management and civil/municipal engineering expertise on specific engineering design and construction undertakings in the downtown, including urban design, streetscaping, landscaping, public art, structural, electrical, and other planning initiatives.
This ensures that designs meet City, engineering and legislative standards and protects public safety while projects progress effectively and efficiently.
-PROJECT MANAGEMENT
- Administers downtown capital projects by formulating/scoping of work assignments, engineering designs, preparing schedules, and guiding technical staff.
- Assists in the preparation of project budget by preparing cost estimates of projects and track/manage project expenditures.
- Manages consultants who prepare engineering design drawings and contract documents for tender call.
- Manages the tender call and the award of the contract.
- Organizes engineering activities in the approval process, and facilitates approvals with various internal and external agencies.
- Oversees the project phases (initiation, design, tender, construction, and warranty, closeout) and evaluates work performance with respect to quality, time, and cost; and provides recommendations as required.
ENGINEERING CONSULTATION AND EXPERTISE
- Prepare/review engineering designs of downtown Capital projects using professional acumen.
- Checks for accuracy of design work as prepared by consultants.
- Applies technical knowledge for all design issues for the downtown Capital projects, including urban design, streetscaping, landscaping, public art, structural, and electrical.
- Ensures the design of downtown Capital projects meets the latest provincial and municipal standards, specifications, guidelines, etc. Determines property requirements; initiates requests for land acquisition or exchange; participates in negotiations, and assists Realty Services with the acquisition or exchange.
- Ensures that adequate safety protections and environmental standards are in place and are in accordance with provincial and municipal standards, specifications and guidelines.
LIAISON, GUIDANCE AND REPRESENTATION
- Liaise directly with consultant, internal divisions and external parties and provides general guidance/advice to consultant's design and construction staff.
- Provides input to divisional budgeting process and prepares annual report on activity.
- Liaise with other public bodies, i.e., BIA, Metrolinx, CN, Region of Peel, Alectra, Enbridge Consumer Gas and other utility companies, on relocation and coordination of utilities to accommodate new construction.
- Representative on committees, to establish standards and criteria for downtown municipal Engineering projects, matters, streetscaping, etc.
- May represent Division on other committees and teams, meeting with external agencies, developers and landowners or civil engineers.
- Coordinates with consultants to obtain approvals for capital projects from governing bodies including, but not limited to, the Ministry of Natural Resources, Ministry of Environment, Department of Oceans & Fisheries, Railways and Conservation Authorities.

EDUCATION:
- Degree in Civil Engineering or equivalent combination of education and experience.
REQUIRED EXPERIENCE:
- 5 or more years of experience in a municipal or similar public sector engineering environment.
- Experience in urban/public realm design/elements is an asset.
OTHER SKILLS AND ASSETS:
- Licensed as a Professional Engineer (P.Eng.) by Professional Engineers of Ontario (PEO)
- PMP designation preferred, but not essential.
- Courses in Public Administration/Financial Management.
- Proven ability to manage in a team environment and to manage technical professionals.
- Project Management experience and methodology.
- Ability to deal effectively with multiple stakeholders and facilitate resolution of conflict in the best interest of the City and its citizens.
