    The Provincial Health Services Authority (PHSA) plans, manages and evaluates selected specialty and province-wide health care services across BC, working with the five geographic health authorities to deliver province-wide solutions that improve the health of British Columbians.     The Director, Procurement reports to the Provincial Director and is responsible for the leadership, planning and overall implementation of integrated province-wide order processing activities and of all processes related to medical & surgical supplies procurement for the Province. Aligning to PHSA's mandate, strategic initiatives, and policies, the Director oversees the centralized order management system, and advises internal leaders and staff across BC on the implementation and evaluation of financial, human and physical resource allocation to ensure optimal utilization. The role develops and implements opportunities for continuous improvement to all areas of operations and resources across the Province and ensures requirements of the organization are met efficiently and cost effectively, while focusing on client experience and patient care.

    Working with Health Authority partners, suppliers, and outside contractors, the Director negotiates on behalf of PHSA, interprets and directs order management policy and represents PHSA Procurement at regular operational review meetings with external organizations as required; participates on committees as appropriate at provincial and national levels. The Director fosters a culture of continuous improvement and motivates staff to achieve department and organizational goals and recruits and implements methods to measure and assess employee performance.

    What you'll do

  • Participates in the strategic planning process related to procurement and order management in the Province; develops and implements short and long range procurement and order management plans, goals and objectives in collaboration with the Provincial Director and Senior Executives; ensures such plans support the vision, goals and strategic plans of the PHSA.
  • Develops the specifications for reports on additional metrics and Key Performance Indicators (KPI's). Reviews and manages overall team performance (including base services, benefits, and other financial performance criteria) and assists the team leaders in developing process improvement strategies.
  • Provides leadership and direction to assigned team leads related to recruitment and selection, training and orientation, interpretation of policies, procedures and collective agreements, mentoring, performance planning and performance management including discipline as necessary within their teams.
  • Develops and recommends an organizational structure to reflect the operational needs of PHSA; implements methods to measure and assess employee performance.
  • In consultation with the Provincial Director plans and manages all financial requirements including budget, expenditures, and overage to ensure efficient, effective and economical delivery of services. Recommends policies, procedures and systems to ensure prudent management of financial resources to support the service delivery contract with the service partner as appropriate.
  • Plans and manages the development, implementation and review of order management policies, methods, standards and procedures in alignment with PHSA philosophies and practices; evaluates and effects changes as appropriate to ensure efficient and effective service delivery and compliance with regulatory requirements.
  • Manages and controls order management operations across all the sites in BC, ensuring its integrity and efficiency is maintained. Advises internal leaders and staff across BC on the implementation and evaluation of financial, human and physical resource allocation.
  • Manages, administers and serves as the primary operational contact for all order related matters including product recalls, emergency and pandemic response, and order planning; consults internally with senior leaders; monitors and evaluates overall provision of services.
  • Develops, plans and implements operating budgets including budget preparation, authorization, control and reporting of expenditures, ensuring the efficient utilization of financial resources.
  • Interprets and provides policy direction related order management across the Health Authorities in the Province.
  • Ensures the quality of service for PHSA's customers and maintains Quality Assurance Programs.
  • Liaises with suppliers and outside contractors to negotiate on behalf of PHSA; represents PHSA Supply Chain at regular operational review meetings with external organizations as required; participates on committees as appropriate at provincial and national levels.

    Qualifications

  • A level of education, training, and experience equivalent to a Master's degree in management, Supply Chain, Commerce or related discipline supplemented with seven (7) to ten (10) years' recent related progressive management experience including experience with replenishment systems, customer relationship management, planning, budgeting, leadership development, and systems process improvement under adverse conditions within a large complex multi-sector, multi-site organization.
  • Skills & Knowledge

  • Experience at a management level covering a broad spectrum of Materiel Services functions with emphasis on supply chain and order management. Experience in managing transition and system-wide changes in procurement and supply chain. Demonstrated knowledge of operations and maintenance of complex communication systems. Demonstrated leadership strategic and managerial skills. Strong interpersonal and negotiation skills, including the ability to effectively communicate verbally and in writing with a wide range of individuals and constituencies in a diverse community. Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. Demonstrated leadership skills with proven ability to bring about change in a proactive manner.
  • Demonstrated knowledge and understanding of legislative obligations and provincial commitments found in the foundational documents - including Truth & Reconciliation Commission's Calls to Action (2015), In Plain Sight (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls Calls for Justice (2019), the Declaration Act Action Plan and Remembering Keegan: A First Nations Case Study - and how they intersect across the health care system.
  • Models and supports full team commitment to Indigenous-specific anti-racism, anti-racism and Indigenous Cultural Safety including oversight and commitment to education strategy.
  • Collaborates with peers to ensure Indigenous-specific Anti-racism and ICSH are applied holistically through department as whole.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC and BC's Declaration on the Rights of Indigenous Peoples Act
