    Reporting to the Chief Administrative Officer, the incumbent will provide the faculty or service with leadership in the sound management of its financial resources.

    Establish, improve and update the faculty or service's financial management framework, including monitoring and controlling financial activities. Provide guidance, training, expert advice, support and recommendations to management and other members of the faculty or service in relation to financial management
    Plans and coordinates the budgeting process, conducts analyses and issues budget forecasts.

    Ensures that the Faculty or Service complies with the financial policies, administrative procedures and guidelines of the University and funding agencies to ensure the sound management of the faculty or service's finances.


    Expert Consulting:
    Provides expert advice to members of the Faculty or Service in relation to financial and accounting operations, as well as associated policies and procedures so that internal system controls are efficient and effective


    Policies and Procedures:

    Develops and implements new work processes, procedures and methods, and modifies existing ones, for all members of the faculty or service to improve operational efficiency and ensure that financial operations comply with the policies, guidelines and laws governing the University.

    Serves on various committees and working groups in order to share useful information and help improve university policies, procedures and financial processes.

    Hires, supervises and evaluates direct reports, and ensures that they have the training and tools needed to efficiently and effectively do their jobs.

    University degree in accounting, finance or business administration, or an equivalent combination of education and work experience
    Professional accounting accreditation an asset
    Knowledge of business administration processes and practices, including financial planning and budgeting
    Knowledge of financial planning principles, policies, procedures and practices
    Knowledge of legal and fiscal provisions, as well as compensation-related regulations and procedures
    Thorough knowledge of the administrative structure and governance of a large organization (preferably in a university setting) an asset
    Experience working in an environment with multiple labour unions an asset
    Knowledge and experience using computer systems and software such as Windows, financial systems, spreadsheets, databases, the internet and email
    Bilingualism – English and French (spoken and written)

    Planning:
    Organize in time a series of actions or events in order to realize an objective or a project

    Prior to May 1, 2022, the University required all students, faculty, staff, and visitors (including contractors) to be fully vaccinated against Covid-19 as defined in Policy 129 – Covid-19 Vaccination.

    This policy was suspended effective May 1, 2022 but may be reinstated at any point in the future depending on public health guidelines and the recommendations of experts.
