    Senior Strategic Planning Analyst - Edmonton, Canada - City Of Edmonton

    Working as part of the Business Strategy and Planning Team, this position leads strategic and process planning, policy development, and reporting for Edmonton Transit Service (ETS).

    The successful candidate will play a key role in the development of strategic initiatives for ETS, working on long-term planning and policies related to public transportation in Edmonton. This position will focus on coordinating development of the Integrated Regional Plan for the Permanent Public Transit Fund.

    With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

    • Coordinate development of the Integrated Regional Plan for the Metro Region Agreement stream of the Permanent Public Transit Fund
    • Leads the development of processes and programs for transit in Edmonton
    • Coordinate strategic functions such as: business planning, performance and outcome measurement, strategic plan development, budget analysis, risk management, and project management
    • Manages policy initiatives and complex multi-partner projects. Collaborates with other Strategic Planning staff in City Operations branches
    • Work with Communications Working Group on public facing and Council materials related to the stakeholder and technical workstreams specific the the development of the Permanent Public Transit Fund application
    • Work with City of Edmonton modelling teams to complete transportation and climate modelling exercises needed to inform the current and future state
    • Oversees complex projects using formal project management policies, procedures and best practices
    • Collaborates with senior leadership to develop business priorities, capital and operational plans, and program evaluations
    • Track project milestones and report on project progress, risks and opportunities to City of Edmonton leadership
    Qualifications
    • A university degree in business administration, public administration, political science, social science, urban planning or a related discipline (A masters degree in one of these disciplines is preferred)
    • Professional or technical designations such as Project Management Professional (PMP) or similar would be considered an asset
    • A minimum of five (5) years of progressively responsible experience in a combination of strategic and operational business planning, working with corporate performance measures and budgets, policy development and leadership and project management experience
    • Experience working within municipal government or within a public sector environment would be an asset
    • Knowledge and experience in strategic and business planning, change management techniques, process improvement, and engagement activities
    • Knowledge of primary and secondary research methodology, including design and implementation, data collection, and trend and result analysis and presentation
    • Experience analyzing, compiling and making recommendations regarding legislative and strategic issues
    • General understanding of corporate priorities, strategies and initiatives and associated timelines associated with the corporate reporting processes/protocols and decision making processes
    • Excellent verbal and written communication skills with the ability to express complex ideas and concepts effectively and persuasively, verbally and in written format
    • Strong interpersonal skills and expertise to consult with and lead/facilitate meetings of diverse client groups, including senior managers and above
    • Excellent time management and organization skills with an ability to manage multiple projects/processes
    • Significant skills and ability in project and process management including the ability to effectively gather, synthesize, and analyze data. Ability and skill in project initiating, planning, monitoring and management skills with a focus on process design and transition management
    • Experience in an inter-governmental environment; working with government officials and stakeholders
    • Strong analytical, statistical and research abilities with working knowledge and understanding of methods and techniques for research, data analysis, reporting, and presentation
    • Proficiency in applicable software, such as Google Workspace and Microsoft Office
