We are committed to helping diverse talent thrive.Reporting to the Manager, Service Navigation, as the Business Analyst/Change Coordinator you'll perform complex analytical and technical work in the areas of business process assessment, modification and planning for departmental program/business units in addressing fundamental business problems having both long term and short-term effects.
This requires taking a leadership role in defining solutions and assisting with the implementation of strategic business process improvement initiatives to realize program and operational savings, improved client service and attainment of strategic goals.
You'll provide leadership in the analysis of business processes and information systems as business requirements change to ensure effective business process and service delivery.
You will also act as a liaison between and cross IT organization teams to ensure infrastructure services meet defined technology solutions and business needs, while supporting existing technology standards and helping to establish new ones.
This position also provides support to the Change Management Team in the coordination and management of the change management process.
Conduct and document analysis for diverse, short, and long-term projects and enhancements related to the Department's business and strategic goals.
This includes assessment of the current situation and business requirements, development of solution recommendations, opportunity evaluation, development of business cases and cost analysis.
Solutions may be business, process, technology and/or service oriented.Plan, facilitate and lead workshops with internal and external participants and facilitate decision making with the business, departmental management, and external vendors (where appropriate).
Lead and complete the preparation and documentation of business requirements, business process definitions, workflow processes and data models, system specifications, and implementation plans.
Chair stakeholder and team meetings, coach, and mentor team members, and monitor tasks and quality of work. Determine and manage client expectations.Maintain current awareness and knowledge of new software, best practices, standards, and methodologies.

Provide support and coordination to the Change Management process.
Assist Change Management in reporting, change schedules and CAB meetings, when required
Ensure smooth operation of Change Management - Analyze Change Records to determine any trends/problems/improvements.
To be successful in this role, you will have a bachelor's degree in Computer Science plus a minimum of 3 years' experience or graduation from a recognized Information Technology program plus 3 years and 6 months of experience (or the equivalent combination of training and experience).
This position requires skills in standard ITIL change management and business analysis processes and methodologies as well as creating and maintaining documentation.
Experience with team consensus building and conducting and presenting meetings and workshops.Excellent communication (both verbal and written) and interpersonal skills are required as well as demonstrated ability to interact effectively with clients, staff, peers, and management.
The ideal candidate will be flexible and adaptable to ever changing priorities.Candidates with an advanced competency in MS Project, MS Excel, MS Word, MS Outlook and MS PowerPoint are preferred.
Knowledge of Information Technology Infrastructure Library (ITIL) would be considered an asset.Written examination, standardized test, oral presentation, interview (s) and reference check.

Government of Nova Scotia (or equivalent) business standards and processes.Established IT strategies, policies and procedures of the Government of Nova Scotia to link these with customer requirements.
Office automation software such as Word, Excel, PowerPoint, email and collaboration software to write business cases, create reports and spreadsheets.
Analytical skills to convert business requirements into business cases.Knowledge and experience with change management.
An equivalent combination of training, education and experience will be considered. Overtime hours may be required based on business needs.
