    Put your future in motionResponsibilitiesPRIMARY PURPOSEIn pursuit of making the region a better place to live for everyone, built on transportation excellence, this role provides quantitative and qualitative customer, market and social research and analytics expertise, leadership and project management to programs/projects of low to moderate impact, risk and complexity as well as contributes to projects of higher impact, risk and complexity.

    KEY ACCOUNTABILITIESTo advance Enterprise and regional goals, provides customer, market and social research and analytics expertise, leadership and project management to support the development of transportation planning policies, plans and strategies as well as a range of capital and operational initiatives across the enterprise, ensuring compliance with industry best practices, professional standards, and/or Enterprise standards, policies and procedures, and legislative requirements for work of low to moderate impact, risk and complexity.

    In support of evidence-based decision-making, researches and analyzes customer, market and societal data, trends and issues and develops methods, techniques, and models to ensure successful delivery and execution of work that is of low impact, risk and complexity and participating in work that is of moderate to higher impact, risk and complexity.

    Contributes as a member of a program/project team to manage projects of low to moderate impact, risk and complexity in designing and developing project scope, schedules, and work plans; defining and prioritizing deliverables; preparing and monitoring project budgets, ensuring compliance with department standards, policies and procedures, and the alignment to program, Enterprise, and regional goals, identifying and recommending action on planning and project risks and opportunities based on analysis of transport data, trends, and issues.

    Solves lower-risk issues and alerts senior staff to critical issues and risks.

    Seeks to understand the lived experience and transportation needs of people and businesses in Metro Vancouver, and especially of disadvantaged and marginalized groups.

    Identifies opportunities to integrate this understanding in plans/projects.

    Collaborates with and provides customer, market and social research expertise and advice to leaders and professionals across the organization with a view to optimizing planning services and project outcomes.

    Develops technical reports and presentation materials to support discussions with Executives, elected and appointed officials, including the Board and Mayors' Council.

    Nurtures collaborative relationships with internal colleagues and external stakeholders including advisory committees, staff at other government and public agencies, and other organizations and interest groups in order to understand needs, maintain open communication, provide technical support and advice, and proactively resolve issues of low to moderate impact, risk and complexity.

    In support of advancing Enterprise and regional goals in open, inclusive and collaborative ways and engagement with external audiences, collaborates with internal stakeholders to design, collect, analyze and report out on customer, market and social research and analytics to help identify issues and opportunities.

    Oversees the work of contractors and consultants; provides work direction and monitors contract compliance.
    Provides coaching, mentorship and technical guidance, and input on development and performance management to junior staff where applicable.

    QualificationsEDUCATION AND EXPERIENCETypically requires 4 years of related research experience and a university degree in social sciences, business, or marketing with an emphasis on quantitative and qualitative research methods, including course work in consumer, market or social research.

    OTHER REQUIREMENTSSolid knowledge of the theories, concepts, principles, practices, standards, and methods of quantitative and qualitative consumer, market or social research, including experimental design and non-traditional market research areas such as social listening and behavioral science.

    Solid knowledge of database, analytical and programming software packages and languages (e.g., R, Python, Excel, Access, SQL, SPSS, SAS, STATA, Tableau, Power BI).Solid knowledge of advanced statistics including dependence and interdependence multivariate analysis techniques (e.g., factor, cluster, correspondence, regression, conjoint/choice models, SEM/PLS analysis)Solid leadership skills with the ability to communicate and provide technical guidance and expertise to other transportation planning professionals and to lead projectsStrong oral and written communication skills including the ability to write and deliver well-prepared reports and presentationsSolid analytical skills including the ability to identify and communicate transportation planning and project-related risks and opportunities in an integrated, multi-disciplinary environment; includes skills to analyze transport data, trends and issuesStrong interpersonal skills including the ability to build trust by consulting with internal and external contacts and applying a team approach as needed to achieve solutions.

    Includes negotiation skills to make refinements to contracts and to conflict resolution at a basic level of risk and complexity.

    Solid decision-making skills including the ability to resolve transportation planning and project-related issues within defined limits or outside of the policies, and to identify and know when to refer issues to others.

    Other InformationThis position is within the Customer Research and Insights (CR&I) group which is part of the Research and Analytics department at TransLink.

    The CR&I group consists of a team of consumer and social researchers, managers of data and builders of apps designed to support business decisions throughout the enterprise.

    As a team member, the Market Research Advisor will act as an internal consultant to business units across the enterprise.

    The Market Research Advisor will translate clients' business goals into clearly defined research objectives, then design and manage the research with the end goal of providing the client with the insights needed to inform their key business decisions.

    Having experience as both a supplier and buyer of research, plus a professional certification (e.g., CMRP, CAIP) are definite assets.


    Recruitment Process:

    An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process.

    A standard interview format will be used including general, scenario and behavioural descriptive interview questions.
    Work Schedule37.5 hours per week.

    Work DesignationHybridThis position offers the flexibility of working both on-site and remotely within B.C.Rate of PaySalary $86,887 - $108,608 per annum (Actual salary offered will be commensurate with education, experience and internal parity).The Total Compensation Package includes Extended Health, Dental, Transit Pass and enrollment in the Public Service Pension Plan.
