    Description
    This is a contract position for a Junior Project Manager for our public sector client.
    Work location: 21 College, Toronto, ON

    Duration: 12 Months

    7.25 hours/day
    This is a Hybrid role that requires the candidate to be onsite 3 days of the week (This is a mandatory requirement of the role and is non-negotiable outside of exceptional circumstances.)

    Responsibilities


    • Advancing the work items identified by senior members of the project team.
    • Support the development of project plans that identify resource, time, and budgetary needs.
    • Support project meetings with team, managers, and stakeholders.
    • Provide feedback, advice, project updates and encouragement to team members.
    • Meet deadlines assigned by the project team and deliver quality outputs.
    • Track project milestones and assist in project acceptance.
    • Undertake work as assigned.
    • Work collaboratively with the client representatives and in partnership with other project managers to develop coordinated approaches/ solutions.
    • Supporting the PSRN Program by proactively identifying, communicating, and managing multi-faceted client-facing risks and issues to deliver a superior customer service experience and to support efficient and effective project delivery.
    • Interacting directly with ministry clients, business partners, and project team members to develop and maintain strong ongoing relationships, always looking for opportunities to improve client satisfaction.
    • Supporting the development of ministry-specific dashboards, reports, and other project management materials.
    • Proactively identifying risks and issues pertaining to the assigned work package, developing mitigation options in coordination with the project team, and preparing materials to be presented to Project Champions and the Portfolio Team.
    • Establishing trust with vendors, stakeholders, and peer groups across ministries through effective relationship management.
    • Supporting the development/ updating of project artifacts, associated documentation, Briefing Notes, Change Requests, Contracts, Request for Bid (RFBs), etc.
    • Assisting with financial governance as needed.
    • Supporting the development of complex network implementation and/ or transition and migration strategies and plans with cross stream dependencies including vendor activities.
    • Knowledge of, and direct experience applying, fundamental project management tools, techniques, and methodologies to projects of various sizes and complexity.
    • Able to quickly absorb information.
    • Able to build relationships within the project team and with key stakeholders.
    • Knowledge of radio and/or telecommunications systems.
    • Strong communication and organizational skills.

    Problem solver:

    ability to identify and analyze risks, issues, and problems, develop mitigation options and present findings to senior team members.


    Facilitation:
    creating and maintaining associated documents including minutes, action items, RACI charts, risk logs, critical path, etc.


    • Consultation, negotiation, and relationship management skills; able to create a positive team environment.
    • Proficiency in creating and managing project schedules using MS Project and Excel, developing/ assessing process flows, Visio, and establishing/ reviewing/ updating key performance indicators (KPIs).
    Qualifications
    Project Management Skills


    • Knowledge of, and direct experience applying all phases (concept, definition, planning, implementation, and closeout) of fundamental project management concepts, practices, and procedures to a large-scale, complex, high-value projects in order to meet critical timelines.
    • Able to work effectively on concurrent tasks, while also building capacity and supporting the project team.
    • A professional who can work with minimal direction and perform project management work that is varied and involves complexity.
    • Ability to apply and interpret business rules and concepts in daily work.
    • Experience creating various levels of reports (e.g. executive, summary, status, etc.).
    • Demonstrated experience supporting meetings, preparing and distributing project updates and materials, taking minutes/ action items, maintaining progress reports, documenting risk mitigations, recommendations, etc.
    • Ability to support vendor management and commitments, provide oversight to ensure contractual obligations are met.
    • Reasonable knowledge of industry standards and methodologies
    • Demonstrated experience identifying and evaluating specific issues or risks, providing options analysis, and recommending action plans to mitigate the risks.
    • Demonstrated experience with standard project management tools, such as, MS Project, Clarity/Planview, Visio, MS Office Suite, SharePoint, PowerBI or equivalents.
    • Experience creating and maintaining project management artefacts/project collaterals, such as, meeting minutes, project plans, briefing notes, change requests.
    • Experience working with both the business users and technology / infrastructure teams.
    • Strong planning and time management skills with a focus on attention to detail.
    Communication and Relationship Management


    • Strong communications skills, both written and verbal. Able to succinctly articulate key project information in a politically astute manner.
    • A team player with the ability to support multiple tasks.
    • Able to build relationships with project partners, establish trust, and establish a common/ shared goal through effective facilitation, consultation, and interpersonal skills.
    • Experience creating documentation that is both complete and accurate.
    • Experience developing and presenting risk and issue status, progress status reports, dashboards, email communications, etc.
    • Strong facilitation, interpersonal, and consultative skills.
    • Good problem-solving and organizational skills, and awareness of emerging technology trends.
    • Demonstrated experience to act with minimal supervision.
    • Detail oriented and strong multitasking abilities in order to juggle multiple client demands
    Telecommunications and radio network experience in a large public sector entity


    • Demonstrated experience working on/ in public safety radio and/or the telecommunications and / or IT infrastructure field.
    • Experience working on related large and complex projects.
    • Demonstrated experience of working with multiple stakeholders in a broader public sector (BPS) environment.
    • Experience of projects involving, network design, network implementation, civil structures, user equipment distribution and operations.
    • Knowledge and experience both in strategic and operational public sector governance models, experience managing complex, multi-unit, multi-stakeholder, and multiple levels of public sector executive stakeholder project team,
    • Demonstrated experience developing mutually beneficial relationships with public sector entities.
    Analytical and Problem-Solving Skills


    • Ability to proactively identify risks, issues, or problems, gather relevant information, perform analysis, develop options and recommendations to share with the project team.
    • Experience building reports to support decision-making on project scope, schedule, cost.
    • Accurately document issues, gaps, and inconsistencies when they happen and develop strategies/ mitigations/ lessons learned.
    • Utilize judgement to explore cross team/ project opportunities for improvement.
