Edmonton O-day'min Primary Care Network (EOPCN) is seeking proposals from qualified vendors for the services of a Contract Health Information Analyst.
The selected vendor will work with the Evaluation and Data Lead and will be responsible for the day-to-day database management, cloud automation, and business intelligence (BI) reporting support for all clinical and operational reporting within EOPCN.
Utilizing a variety of tools, the contractor will oversee the database management and ensure processes are sustainable and scalable to meet evolving data needs.
PROJECT OBJECTIVE
- Understand the broader PCN strategy and EOCPN business processes, needs and objectives.
- Provide coordination, implementation, analytics, and reporting support for health information analysis.
- Develop and implement strategies, processes, and tools for efficient database management, cloud automation, and BI reporting.
- Assist in defining EOPCN and PCNwide metrics and data sources while ensuring scalable processes to cater to evolving data needs.
- Produce BI reports, answer queries from team members and external stakeholders, train staff on the use of such tools, and develop accessible instructional guides.
- Aid in the maintenance and monitoring of various data integrity measures across a range of areas, including clinical and program operational processes.
- Ensure seamless data continuity by aiding in planning, coordinating, and implementing regular data backups, data validation checks, and the use of robust, redundant systems to protect against data loss.
- Maintain and monitor data integrity and measurements within the EOPCN health information system.
- Assist in the development and implementation of data analytics solutions, focusing on database management and cloud automations for the EOPCN.
- Collaborate with the Evaluation and Data Lead on the design and maintenance of databases, data collection methods, error checking procedures, and related programs for efficient data collection, analysis, and reporting.
- Assist with the configuration and implementation of EOPCN analytics solutions, ensuring their alignment with the cloud automation strategy.
- Aid the Evaluation and Data Lead in developing systems that convert raw data into actionable insights for the EOPCN
SCOPE OF SERVICES
- Develop and implement data collection systems and other strategies that optimize statistical efficiency and data quality.
- Interpret data and analyze results using statistical techniques and provide ongoing reports.
- Identify, analyze, and interpret trends or patterns in complex data sets.
- Work closely with management to prioritize business and information needs.
- Locate and define new process improvement opportunities.
- Ensure compliance with data protection guidelines.
PROJECT OBJECTIVES
Goals:
- To enhance the efficiency, security, and scalability of data management processes in a clinical setting by transitioning from Excel to a more robust SQL Server database system. Additionally, the project aims to lay a solid foundation for further integration and scaling in the next phase.
- Transition the current data management processes from Excel to SQL Server to enhance data handling and security in a clinical setting.
- Implement Microsoft Forms to populate SQL Server databases automatically using Power Automate, ensuring seamless data entry and integration.
- Develop a Business Intelligence (BI) dashboard to enable the leadership team to view, filter, and search data efficiently.
- Provide comprehensive training, create training materials, and conduct followup meetings to ensure effective use of the new system.
DELIVERABLES
- The vendor shall deliver:
- SQL
Server Implementation:
Successful transition from Excel to SQL Server for all current data management processes.
- Automation with Microsoft Forms and
Power Automate:
Set up to allow automatic population of SQL Server databases from MS Forms.
- Business Intelligence Dashboard: Development and deployment of a BI dashboard to enable leadership to effectively view, filter, and search database information.
- Training and Support: Provision of comprehensive training sessions, creation of detailed training materials, and execution of followup meetings to ensure smooth transition and usability of the new system.
Estimated timeline for key milestones:
Month 1
- Completion of transition plan from Excel to SQL Server.
- Start of development for the automatic data entry process using MS Forms and Power Automate.
Month 2
- Finalization and testing of SQL Server integration.
- Development and initial testing of the BI dashboard.
Month 3
- Deployment of the BI dashboard.
- Conduct comprehensive training sessions and distribute training materials.
- Start followup meetings to address any initial concerns and ensure system functionality.
