    Director, People and Culture

    Vibrant Healthcare Alliance ("Vibrant") was formed out of the commitment to create a dynamic and more client-centric approach to enhancing the quality of life and health outcomes of individuals living in the Greater Toronto Area, particularly vulnerable individuals with complex needs including physical disabilities, socially isolated, members of racialized communities and complex older adults.

    Vibrant has continued the legacy of its parent organizations, Anne Johnston Health Station, and Tobias Attendant Care, by providing primary and preventative healthcare and attendant services to the broader community.

    Our Mission is building healthier communities using integrated services to empower individuals living with complex issues.
    We are currently seeking a full-time Director, People and Culture. This is a 12-month contract with HOOPP and benefits.

    Reporting to the VP, Strategy and Organizational Systems the Director, People and Culture is responsible for the overall leadership and management of programs and policies that foster a culture of accountability and collaboration, where staff are inspired and engaged to deliver focused services, in alignment with Vibrant's vision, mission and values.

    In order to achieve this, the Director, People and Culture will develop and lead human resources strategies, policies, programs, and services to enable the strategic direction of Vibrant and drive organizational performance.

    People and Culture Strategies and Programs:
    Sets the overall strategic direction for people and culture in alignment with Vibrant's mission, vision, and values.

    Leads the development and implementation of organizational development and employment engagement strategies and actions required to have an engaged, productive, and high performing workforce that meets Vibrant's current and future needs.

    Develops and implements internal communication strategies to advance the corporate and operational goals and objectives and to foster transparency and awareness of HR and organizational strategies and initiatives.

    Leads the development and implementation of Vibrant's Equity, Diversity, and Inclusion strategies to ensure equitable employment practices, and equitable access to opportunities, programs, and services, including Independent Living Philosophy training.

    Directs the development, implementation, and continuous improvement of the full range of human resources policies, programs and services including collective bargaining, compensation, equity, diversity and inclusion, employee and labour relations, health, safety and wellness, organizational effectiveness and learning, payroll, benefits and pension, talent acquisition, talent management, training, and workforce planning , in alignment with best practices and ensuring compliance with human resources related legislation.

    Develops and report on key performance indicators (KPIs), program effectiveness impacts related to the human resources policies, programs, and services.

    Provides advice, guidance and expertise to the CEO, Board of Directors and its committees, and the senior leadership team on strategic HR issues and risks and makes recommendations for problem resolution and risk mitigation.

    Establishes systems, programs and processes for resource management and workforce analysis and reporting to support decision-making and support financial administration and organizational effectiveness.

    Manages labour relationships and proactively work with labour partners to ensure effective relationships to enable a high performing organization.


    Strategic and Corporate Leadership:

    • As a member of the senior leadership team, participates in the development of business plans, strategic agenda, and priorities, including the development, implementation and evaluation of the organization's vision, goals and business performance.
    ~ Works with the CEO and VP, Strategy & Organizational Systems to set the vision, priorities, and plans for the delivery of all Vibrant Healthcare Alliances services and programs aimed at advancing i ntegration and equity across the broader spectrum of health care and community development to enabling improved client experiences and health outcomes.

    • Represents the organization by leading and/or participating on special projects, task forces, policy forums and working groups within the heath sector and community.
    • Champions and promotes a high performing, agile and talent-focused organization designed to attract, retain, and engage its employees.

    Manages all aspects of people management for direct reports including recruitment, orientation, coaching, mentoring, conflict resolution, performance management and learning and development.

    Provides support and back-up for all HR responsibilities including recruitment, onboarding, offboarding, and HR complaints.
    Works with the HR Lead to implement and enhance Vibrant's HR infrastructure/systems including policy development, handbooks.

    Completion of a university degree in Human Resources Management, Business Management, or related field or appropriate combination of experience and education.


    • Certified Human Resources Leader (CHRL) or related certification is an asset.
    • 8-10 years progressively responsible and accountable senior HR leadership experience in public or not-for-profit sectors within a unionized environment.
    • Labour relations experience including responsibility for strategy development and relationship and partnership building.
    • Experience managing operational budgets in a publicly funded and fiscally constrained environment.
    Broad understanding of health system and community health sector including strategic issues facing the system and sector.
    Knowledge and understanding of organizational development to champion and manage change for a new organizational culture and vision.

    High degree of integrity, ethical conduct, sound judgment, emotional intelligence, and self-awareness demonstrated in leadership approach, problem-solving, and decision-making.

    Understanding of diversity and/or having diverse lived experience and demonstrating leadership in the implementation of diverse practices.

    Political acuity to recognize and respond in a timely manner to programming issues and risks which may have an impact on the organization, tenants, and stakeholders.

    Effective facilitation, influencing negotiation, and conflict resolution abilities to manage complex relationships and develop and build consensus on initiatives.

    Strong relationship management and people leadership skills to create and empower a high-performance and inclusive culture with the ability to lead, coach, and mentor staff.

    Proven fiscal management skills and experience managing allocated department budgets.
