    We are building and deploying new innovative technologies designed specifically for First Nations, including registrar management, community engagement, electronic voting, and other exciting fintech solutions – including for the first time an online Status Card renewal application.

    We presently work with over 270+ First Nations across the country ().
    Purpose

    The Senior Electoral Officer (SEO) oversees and manages electoral and ratification voting events for Indigenous communities across this land we call Canada, utilizing the election code and voting guidelines specific to each First Nation.

    The SEO is responsible for ensuring fair, transparent, impartial, and efficient voting events both, online and in person, in accordance with applicable laws and regulations to ensure that processes and documentation are compliant with each Nation's election code and are legally enforceable.

    This role requires strong leadership abilities, attention to detail, and a commitment to upholding the integrity of the electoral process.


    Duties and Responsibilities :

    The Senior Electoral Officer's duties and responsibilities (per voting event) starts with reading and comprehending electoral code, followed by hosting nomination meetings, creating appropriate documents for that voting event, facilitating candidate forum meetings, running of polling stations, and concludes with the counting of votes and the verification of results.

    Specific duties and responsibilities include, but are not limited to:


    Coordination and Voting Event Management:
    Read and comprehend legally binding electoral code and voting guidelines
    Create accurate documentation according to the election code
    Hold nomination meetings, respectfully enforce election rules, control the flow of an event, and maintain diplomacy between voters and candidates
    Facilitate and moderate candidate forum meetings in person and/or online
    Run polling stations, and accurately count votes, verify results, and produce final reports
    Provide guidance to electoral staff, including training where necessary
    Supervise and direct Deputy Electoral Officers (both within OneFeather and hired contractors), liaise and work with client administrations
    Required to hold voting events which at times may require travel to and from the event by air, sea, and land across Canada throughout the year in varying conditions

    Voting Compliance:
    Ensure compliance with electoral laws, regulations, and procedures at all stages of the electoral process
    Ensure that processes and documentation are compliant and legally enforceable

    Voter Support:
    Communicate directly with the client/ and or Nation to support and clarify inquiries related to the voting event
    Provide voter support for use of the digital voting platform and awareness and participation in all areas of the electoral/voting process

    Stakeholder Engagement:
    Foster positive relationships with electoral stakeholders, including First Nation Communities, Government agencies, and Legal Counsel
    Coordinate and conduct meetings with Clients related to voting events and appeals; including but not limited to administration and other Elected Chiefs and Councillors (and their equivalents), Membership Clerks, legal counsel and other

    Data Management:
    Oversee the collection, analysis, and management of electoral data to ensure accuracy and integrity
    Accountable for generating voting event documents, including but not limited to: Notices of Nomination Meeting; Notices of Nominees; Notices of Candidates; Notices of Candidate Forums; Notices of Elections
    Proofreading and verifying the information on documents created by other team members and Nations

    Election Monitoring and Risk Management:
    Monitor the conduct of elections to identify any irregularities or violations of electoral procedures and take appropriate action to address them
    Identify and mitigate potential risks and challenges that may arise during elections

    Qualifications, Skills and Abilities

    Minimum level of education:
    successful completion of equivalent of at least 2 years at an accredited post-secondary institution. Bachelor's degree in political science, public administration, or a related field is an asset.
    Minimum two years of experience in election administration or a related field.
    Minimum two years of experience working with First Nation communities.
    Indigenous Services Canada Electoral Certification an asset.
    In-depth knowledge of electoral laws, regulations, and procedures an asset.
    Experience working with or in support of Indigenous communities and programs.
    Resourcefulness and an aptitude for problem-solving.
    Proficient and detailed understanding of Microsoft Office Suite, including OneDrive, Excel and Word.
    Exceptional verbal, written and interpersonal communication skills.
    Excellent negotiation and facilitation skills and demonstrated ability to influence through communication and diplomacy.

    Ability to work in a fast paced, dynamic environment, and multitask under strict timelines while maintaining accuracy and efficiency.

    Ability to read and proofread legal documents at an above-average, post-secondary level to withstand scrutiny from lawyers during election appeals.

    Self-confidence and assertiveness to navigate the varying emotions that can occur at a polling station during an election.

    Please note that this position can be either remote or in-office, depending on whether you live in Victoria or somewhere else.

    Wages will be commensurate with skills, education, and experience.
