The Department of Sport, Culture and Heritage is seeking to fill the Strategic Advisor and Stakeholder Relations position.

This department contributes to a vibrant and prosperous Manitoba by celebrating, developing, supporting and promoting the identity, creativity and well-being of Manitobans, their communities and their province.

The Major Agencies and Program Support Branch in the Culture and Sport Programs Division provides financial oversight to the major culture and sport partners within the government reporting entity and external to government, leads the division in the decision and preparation of financial reporting and ensures compliance and alignment with central government initiatives.

Qualifications:

Essential:


  • Postsecondary degree in public administration, social sciences or a related field. Other equivalent combinations of related education and experience may be considered.
  • Strong leadership skills to lead others through influence rather than direct authority.
  • Project management experience to initiate, plan and implement projects, manage changing priorities and meet strict deadlines.
  • Strategic planning experience including consideration for organizational and operational planning.
  • Strong political acumen to manage confidential and politically sensitive material and situations with tact and diplomacy.
  • Strong interpersonal and stakeholder relations skills to develop, foster and maintain respectful relationships with internal and external stakeholders.
  • Exceptional verbal communication and presentation skills, with an ability to present complex material in an easy to understand format.
  • Strong written communication skills with experience preparing position papers, submissions, briefing materials and reports to senior officials.
  • Experience analysing complex problems, evaluating impacts and implementation challenges and providing recommendations and/or creative alternate solutions
  • Strong organizational and time management skills demonstrating adaptability to unforeseen changes in schedule and interruptions, ability to establish priorities, meet deadlines within tight timelines and manage high workload.
  • Experience undertaking quantitative and qualitative research for the purpose of policy and program development, implementation and evaluation.

Desired:


  • Knowledge of cultural policy in both a provincial and national context.
  • Ability to communicate in French, both verbally and in writing.

Duties:


The Strategic Advisor and Stakeholder Relations position acts as a divisional liaison, building collaborative working relationships with internal/external branches, departments and stakeholders.

This includes advancing, implementing, monitoring and evaluating projects, policies, programs and other initiatives and priorities.

The position is responsible for developing partnerships and fostering collaborative relationships with internal and external stakeholders and for providing leadership in the development of research and advice to support the division in meeting its strategic objectives.
