Duties
The Small Craft Harbours Program is responsible for managing and maintaining commercial fishing harbours, across Canada. As the Manager, Integrated Program Planning and Analysis you will be responsible for managing a team of 3 staff who will support you and the team with procurement and contracting requirements. You and your team are also responsible for overseeing the Small Craft Harbours's budget, participating in the investment planning process, tracking project timelines with the use of a Program Dashboard and reporting regularly to the Regional Director. The team is also responsible for monitoring salary and assisting with staffing actions, as well as in-office administrative support as required. You report directly to the Regional Director and will be part of the Management Team. This is a busy desk with a variety of tight timelines. You will not only work with the Managers in the Small Craft Harbours Program, but you will work with colleagues in the Procurement Office, Finance and Human Resources to name a few.

Intent of the process

A pool of qualified candidates will be established through this staffing process and may be used to staff similar positions with different tenures (i.e. on a term, acting or an indeterminate basis) located in Winnipeg, MB or Burlington, ON with Fisheries and Oceans Canada.

Significant* experience in financial resource management, including budget planning and monitoring, and financial analysis
Significant* experience presenting analysis and strategic advice on operational or program issues to senior management
Significant* experience managing human resources (ie: performance management, supervising employees, etc)
* Significant is defined as the breadth and depth of experience normally associated with full-time performance of duties for a period of two (2) years in terms of amount, complexity and diversity of work handled.

Post-secondary degree from a recognized institution with a specialization in accounting, finance, business administration, commerce or economics or eligibility for a recognized professional accounting designation (i.e. CA, CMA or CGA).
Experience with Systems Applications and Products (SAP)
Experience in Accounting operations (ex: Accounts payable, accounts receivable, travel, acquisition cards)
Experience with Contracting and Procurement (e.g., Contracting with federal departments and agencies; improving the procurement process and practice; mechanisms for procurement complaints, dispute resolution or contract fraud)
