    The Treatment Program Manager is responsible for oversight of the Harbour Light Addictions Treatment Program, which offers bed-based substance use treatment and recovery services for both male and female clients.

    The Manager provides strategic leadership, program planning and evaluation, and operational direction for the Program. The Manager is responsible for the program's components, including but not limited to intake and discharge processes, Stabilization, Pre-Treatment, Phases 1, 2, 3 and 4, Volunteer Work Experience Program (VWEP) and the Alumni Group.

    KEY RESPONSIBILITIES:

    The Treatment Program Manager is responsible for the following range of job duties characteristic, or typical of the job class:

    PROGRAMMING & OPERATIONS:

  • Plans, develops, revises and coordinates the delivery of Harbour Light's Treatment Programs, its policies, protocols and day-to-day operating procedures.
  • Ensures all aspects of the Treatment Program are compliant with governmental, licensing and The Salvation Army standards, including accreditation requirements.
  • Oversees case management, ensuring that professional clinical practices are in place to provide superior client care with respect to intake, counselling, support, referral, networking, and other services, including appropriate use of rehabilitative and disciplinary measures.
  • Ensures client rights and responsibilities are clearly communicated, and that complaint and appeal processes are followed as per policy.
  • Leads the Treatment team through The Salvation Army's program planning and evaluation processes, in alignment with policies, ensuring that frontline staff and clients are consulted
  • Develops strategies and recommendations for delivery of client programs; collaborates on the development of client support programs including but not limited to educational, recreational, and social programming.
  • Trains and monitors compliance of program and support staff for client medication management policies, processes, and regulations; reviews, adjusts, and addresses issues pertaining to medication management as needed.
  • Coordinates weekly department meetings, and Harbour Light Management Team meetings, and participates in in-service training as scheduled.
  • Leads weekly Treatment department meetings; regularly attends Program Management and Medication Safety Advisory Committee meetings; participates in Harbour Light Management team meetings; participates in all required trainings.
  • Integrates spiritual care into the Treatment Program by liaising with the Spiritual Care department; confirming that counsellors support clients in accessing culturally appropriate spiritual care as part of their recovery; ensuring staff and clients are aware of on-site spiritual resources, including Reflections, Chaplaincy services, Sunday worship, etc.
  • Participates regularly in the Reflections schedule, and attends graduation ceremonies and other important milestones and seasonal activities
  • Participates in or delegates the conduct of allowable physical searches of client rooms; maintains appropriate records of searches.
  • PROGRAM ADMINISTRATION & STRATEGIC LEADERSHIP:

  • Maintains effective working relationships and communication with both internal and external stakeholders, striving for continuous quality improvement.
  • Coordinates the Treatment Program's triennial Accreditation review preparation
  • Ensures completion of any action items arising from internal or external reviews, including Accreditation, audits, Community Care Licensing
  • Prepares qualitative and quantitative reports as required; develops quality-assurance standards and measurements
  • Provides necessary reports and documentation to Finance and Correctional departments to meet CSC contractual requirements for invoicing
  • Participates in preparation of and monitors compliance with departmental budget; authorizes program expenditures according to policy.
  • Authorizes program supply purchases and maintains program supply inventory to ensure effective stewardship of resources
  • Ensures the program is meeting all contractual obligations to program funders, including program outcomes, statistical and financial reporting, staffing, and occupancy targets.
  • Contributes to Harbour Light's strategic planning process in collaboration with the Harbour Light Management and Executive teams
  • Reviews CAMs staff notes; works closely with service provider to implement changes to database
  • HUMAN RELATIONS:

  • Leads the hiring, orientation, training, evaluation, and performance management for all staff within the program, or supervises these responsibilities when delegated to Assistant Manager(s)
  • Develops strategies and recommendations for staff and volunteer development
  • Processes payroll for the Assistant Managers; provides oversight for payroll process for all departmental staff; processes payroll for frontline staff in the absence of the Assistant Manager(s)
  • Trains and provides constructive coaching to staff on workplace expectations, program processes and policies, and The Salvation Army's policies and procedures
  • Escalates performance management concerns to HR and the Director of Residential Programs; collaborates on disciplinary decisions with HR and senior leadership; collaborates with HR and/or Labour Relations staff to handle formal complaints and/or grievances according to policy
  • Monitors staff safety practices in compliance with health and safety standards, and prepares, analyzes, submits and acts on both internal and Community Care licensing incident reports.
  • Coordinates clinical supervision for counselling staff; ensures Counsellors reach out to their clinical supports where necessary; provides counsellor feedback for immediate situations.
  • In conjunction with the Community Engagement Coordinator, oversees the screening, placement, orientation, training, and supervision of volunteers and practicum students
  • COMMUNITY NETWORKING:

  • Fosters positive relationships with community members, partner agencies, referral partners, funders, and other service providers, including responding to inquiries, promote the program, facilitate referral pathways, and identify opportunities for program improvement and collaboration
  • Represents Harbour Light at BC Addiction Recovery Association meetings, and other relevant community groups and events
  • Identifies and pursues opportunities to enhance program delivery by seeking community partnerships and/or new funding sources
  • Works with the Community department and THQ Development team to steward current and potential donors, and to ensure appropriate allocation of financial and in-kind donations
  • Performs other duties as assigned.

    Hours of Work: Monday to Friday, 8:00 a.m. to 4:00 p.m. This includes 7.5 paid hours and 0.5 hours unpaid lunch break.

    The Manager is on-call 24/7 for emergency matters affecting departmental staff and clients. The on-call schedule rotates between the Manager and two Assistant Managers, typically on a weekly basis.

    The Manager works in an office within the residential substance use community care facility, located in the downtown eastside of Vancouver.

    This position requires 0-10% travel, as this position may occasionally support VHL at community fairs/events within the Lower Mainland.

    QUALIFICATIONS AND EDUCATION REQUIREMENTS:

    Education, Qualifications and Certifications:

  • A Bachelor Degree or a diploma in a related field is required.
  • The Manager will be a member in good standing with a Canadian counselling certification body, holding a designation such as ICADC, RCC, RPC, or equivalent.*
  • Ability to receive enhanced federal reliability status to work with federal correctional clients
  • Current Certification or willingness to obtain certification in: First Aid/CPRNon-Violent Crisis Intervention (or equivalent)Mental Health First Aid
  • *Please note: candidates who are working towards a counselling certification, may be considered based on demonstrated equivalent combination of significant skilled knowledge, relevant professional experience, and lived experience.

    Experience and Skilled Knowledge Requirements

  • At least two years of related management experience, preferably in a unionized environment
  • At least three years of experience in recovery-focused substance use/addiction treatment services
  • Comprehensive knowledge of evidence-based, trauma-informed practices in addictions treatment, the principles of recovery, and motivational interviewing
  • Experience in a community care licensed facility is an asset
  • Lived experience is an asset; a minimum of three (3) years of stable recovery

  • Criminal Record Review Program clearance to work with vulnerable adults
  • Documentation confirming compliance with the Province's immunization and tuberculosis control program, per Residential Care Regulations
  • Proof of COVID vaccination, as required by the current version of the "Hospital and Community (Health Care And Other Services) Covid-19 Vaccination Status Information And Preventive Measures" Provincial Health Order
