Position Overview:


This position reports to the Manager, Taxation and Payment Processing and is responsible for providing detailed and complex financial analysis, recommendations, and interpretation of results.

This includes assistance in completion of year-end tasks, budgets, preparation of working papers to support annual financial statements and the financial information return.

This position also provides special project support to senior management and council to develop financial recommendations.

In addition, provides accounting support to the tax and utility functions and reviews adequacy of financial system controls and provides recommendations for improvement.


Responsibilities:


Accounting & System Functions

  • Prepares journal entries, reconciliations and analysis of financial information while ensuring compliance with Public Sector Accounting Board Standards (PSAB), legislative requirements and corporate policies and procedures

Utilities

  • Provide expertise, consultation, and financial and analytical support on utility projects as required.
  • Researches, investigates and analyzes accounts to ensure transactions are accurately posted to customer accounts and the financial system.
  • Prepares complex financial analysis while providing expertise, and recommendations.
  • Completes monthly reconciliations of utility accounts.
  • Provides financial recommendations for special projects for senior management and Council.
  • Assists in the preparation and compilation of working papers for the yearend audit file including reconciliations and journal entries.

Property

Tax

  • Calculates the City's annual tax levy rates.
  • Prepares the taxlevy and borrowing bylaws.
  • Reviews, approves, and posts various tax rebates, adjustments, and refunds in SAP.
  • Interprets results and provides guidance regarding financial controls, reports and policies including identifying risks, efficiencies, and internal controls, identifying control weaknesses, suggesting new control activities, monitoring control activities.
  • Completes the annual financial information return (FIR) schedules, as they pertain to taxes.
  • Prepares and completes various internal management and external regulatory reports.

Other

  • Conducts research and prepares reports to Council on various revenuerelated issues.
  • Participates on various process improvement initiatives to identify and evaluate potential solutions, and prepare reports and make presentations where required
  • Performs other related duties as assigned

Requirements:

  • 4Year Honors Degree in a related field (e.g., Business Administration, Finance, Accounting).
  • Professional accounting designation (Chartered Professional Accountant).
  • Must have demonstrated experience in manipulating and analyzing large data sets while ensuring completeness and accuracy of data to problem solve, analyze, develop, and maintain Excel templates for various accounting requirements.
  • Demonstrates strong technical, analytical, and critical thinking skills.
  • Must have knowledge of and ability to use, implement, and troubleshoot complex accounting systems.
  • Must have strong written and verbal communications skills.
  • Must have a strong attention to detail and be organized.
  • Must have the ability to support and project values compatible with the organization.
  • Must possess advanced computer skills, particularly in the use of advanced spreadsheets (preferably advanced formulas, macros & pivot tables), word processing, databases, and report writers.
  • Must be able to work independently and as part of a team.
  • Must have experience working with ERP systems, preferably SAP Financial.
  • Must be able to interpret Municipal Financial Reporting/GAAP/IFRS and to research, understand and interpret the Municipal and Assessment Acts.
  • Must be reliable with good attitude and employment record.
