Project Overview:

Bechtel Infrastructure will work in a Delivery Partner role within an integrated team with the customer organization for a Subway Project in Toronto, Ontario. The project scope includes the design build, operations and maintenance of all infrastructure and rail systems associated with 15 stations and over 15km of new alignment, being performed by three key PPP Contractors and multiple advanced early works (EAW) packages Contractors. Bechtel form a key component of the overall Integrated Project Delivery team (comprising the customer, MX; the Technical Advisor, and Bechtel as the Delivery Partner).

Position Summary:

The Assurance Delivery Manager provides leadership and overall cross delivery area guidance, and he/ she is a member of the senior leadership team that forms the central Program Technical Team that works across the entire OL program, bringing structure, standardization, efficiency and solution minded approaches to all delivery areas. He/ she provides the overall guidance to the Assurance Delivery Supervisors deployed to the delivery segments.

Job Responsibilities

• Assists the Program Assurance Manager with the development and roll out of the Ontario Line Program Technical Assurance Plan and associated detailed processes and procedures
• Ensure project schedules are developed and implemented considering assurance requirements so that deliverables are provided in a timely manner across the program;
• Develops assurance dashboards that intrinsically links each project assurance status to an overarching Program Dashboard;
• Implements a program wide tool (requirements & schedule) that is fully inclusive of all contract assurance requirements across, P3, PDB (progressive design build) and DBB (design bid build) contracts, that captures the key assurance milestones allowing progress to be accurately tracked
• Works with the Program Assurance Manager leadership team to ensure that contract requirements are considered, planned and fully accounted for within our internal IPT (integrated project team) processes.
• Develops, monitors, assesses progress (deviations) with regards to an assurance gate process.
• Manages a team of deployed Delivery Assurance Supervisors within the delivery segments.
• Have good knowledge of CMREA and EN50126, and be able to clearly translate and articulate overall strategies to efficiently implement aligned approaches across varying contracts across the program
• Knowledge of NFPA Standards.
• Report on technical design for; risks, assurance review progress, non-conformities, departures and delivery conformance to both the SEA Director and Delivery Segment Directors.
• Ensure the Integration of the assurance systems and exploitation of data for assurance activities.
• Define, in alignment with the Project Agreements, the technical stage gate review process of the evolving design and development to enable:-

1. Project design integration,
2. Acceptance to the next stage of design and development,
3. Capture of residual issues for resolution; and
4. The demonstration that assurance requirements are met.

• Ensuring the technical evidence compiled through decision making is sufficient to withstand audit scrutiny.
• Working with the Interface Manager to ensure that the IPT and contractors collaborate with each other such that the systems, rolling stock and infrastructure interfaces are defined, designed and managed to meet the overarching OL Projects requirements and deliver the required level of 'whole system' performance.
• Ensures schedule alignment and assurance integration with adjacent programs, such as OnCorr.
• Maintain and publish, with support from the deployed interface management team, a set of Assurance metrics & reports that underpin program assurance quality and performance. Ensure these metrics are cascaded throughout and across all delivery areas and functional groups.
• Advises senior leadership team of obvious discrepancies or trends that may be detrimental to the project.
• Sponsors and supports the project schedule and automation development programs related to work execution.
• Drive collaboration across delivery areas. Promote the improvement of data integrity across the program.
• Identify and promote the use of innovative solutions to solve complex engineering problems.
• Build and maintain relationships, both internal and external at senior management and director levels.
• Take necessary care to properly protect the confidentiality, integrity and availability of corporate information from unauthorized disclosure, modification or destruction. Never knowingly put Metrolinx's information or information systems at risk.
• Act as a role model for Ontario Lines Mission, Vision and Values, behaving in ways that are in alignment with OLs ways of working. Encourage and support others to do so too.
• Acts as functional manager to the deployed Interface Management Leads/ Coordinators.

Job Qualifications:

• A recognized degree or postgraduate qualification in science, engineering from an accredited university or equivalent qualification.
• Minimum of 20 years progressive experience in delivering rail projects (Gr29).
• Minimum of 15 years progressive experience in delivering rail projects (Gr28).
• Evidence of direct experience in managing and executing rail projects at a leadership level (GR29).
• Evidence of direct experience in managing and executing rail projects (GR28).
• Direct experience of Systems Assurance and Integration in rail (greenfield and brownfield) projects.
• Proven experience in a senior leadership assurance role delivering complex railway systems.
• Ability to promote & provide programme clarity and enhanced decision making through use of data analytics in an evolving programme environment.
• Good working knowledge of contracts.
• Ability to prepare clear strategic planning procedures and user-friendly templates to assist the multiple delivery units to execute with common approaches
• Broad knowledge of all phases of engineering, field activities, production techniques, building materials, and construction methods for development of various work areas.
• Excellent communicator, with the ability to persuade and influence external and internal parties.
• Build and maintain relationships, both internal and external at senior management and director levels.
